Bess appeared before the Council stating his und3rstanding as to the contract of paving Crystal .Lake Drive from Montrose Street to Fo\.'!.rth Streot. The Council agreed that this pa~t of t~e paving should be figured at the same cost as N~ber 4 and t~t tho property o\voers abutting ths' Street who desired to pay cash in full for this work should not be charged any attorney fee cost of advertising, nor discount on bends.
