Hi~~~t~a~Hrned meeting of the City Council November 19th,1925 at 8 o'clock Present: H.C.Brown, C.E.Tabor, Andy Aasheim, Wm. Bess & Isam Blackburn. Absent: Stella Thompson,Clerk B.W. Wait, Atty. Meeting called to order by the President who appointed Mr. Blackburn to act as secretary. Upon motion duly made and seconded, the President of the Council was instructed to provide a suitable filing system' for all 6ity Ordinances. Mr. Irby presented the blue prints and specifications for the City Hall during the discussions a number of changes were made after which the plans were adopted as amended with the exception of heating plant. Upon motion dUly ma~e and seconded it was agreed to pay Dr. Hodgson ~.OO per month as Health ufficer. There being no further business the meeting to meet at the call of the President. That it shall be unlmv.ful for any person or persons, fi~, corporation or association to erect and maintain within the corporate limits of the City of Clermont any billboards or signs for advertising purposes. SECTION '2. That it shall be unlawful for the owner or owners of any property situate ~ithin the corporate limits of the'City of Clermont to use, lease, or suffer to be used any such property for the erection and maintenance thereon of any such billboar~s or signs for advertising purposes. SECTImr 3. That any r:e l'son guilty of viola.ting this Ordinance shall, upon conviction, be sentenced, to pay a fine of not more than One Hundred Dollars ($100.00), or to be imprisoned for not more than sixty (60) days, or both, in the discretion of the Court. BE IT ORDAINED BY THE OITY OOUNCIL OF THE OITY OF CLERMONT, FLmRmDA: Section I. ! hat section I of said ordinance be amended to read as follows: Any person or persons, firm, association or cor- poration desiring to erect, construct, remove, demolish, re- pair, alter or change any building, Shed or other structure within the corporate limits of the City of Clerrr~ont, shall first make application to, and receive from, the Committee (I-?V ~I\ Public Improvements rotethel':-: City Councilaof the City of C~mont a permit therefor. Section II. T hat section II of said ordinance be amended to read as follows: Ea~h application for a permit for any of the purposes enumerated in Section Iof this Ordinance shall be made to the said Oommittee ~:PubliC Improvements, in writing, and I ^ shall state fully and accurately the purpose for which the permit is sought, the location, dimensions and manner of construction of the proposed building or structure and the materials to be used, the uSe to which such building, Shed or other structure is to be put,'the approximate cost of and the time required for the completion of the proposed building or structure for which such permit is sought, a.nd shall, when required by said Oommittee, be accompanied by plens and specifications of the proposed building or struc- ture, and, if within the fire limits, by structural detail drawings; if it should appear to the said Committee that the laws and ordinances of the City are being complied with, the permit shall be Esued as applied for upon a written form - 2 - ~ to be used for thc,t purpose: provided, however, that said Oommittee shall not be requ~d to is~ue a permit in any insta.nce unles!3 the pla.ns and specifications shall be such as to insure the propose4 building or structure to be of re- quisite strength and of proper material and not unnecessarily dangerous as a fire'r1sk. Section III. A vote of two-thirds of said Oommittee shall be necesssry to grant or refuse to grant any Ipe rmi t . Section. IV. T hat Section VI of said ordinance be amended to read as follows: Each permit granted shall c'ontain complete statements of the purposes for which such permit is granted, the location' of the building, the time in which the work tc be performed under such permit shall be completed, the estimated cost of the work, and the material to be used bherein; and shall, in every instance, be in writing, and signed by not less than two-thirds of the said Oommittee on Public Improvements, and be attested by the Clerk, and have the sea,l of the City affixed. .. Sect ion Y": Thllt Section IX of s8,id ordinance be amended to read as follows: ~ Within the fire limits, as heretofore e~tablished by ordinance, the exterior walls of all buildings shall be constructed of brick, stone, terra cotta or cement blocks, and if of two stories in height, shall be for the first storlY not less than twelve (12) inches thiCk, of inc-umbustib1e mater- -' 3 - -.' ial , and for the seoond stor~y not less than eight (~), inches thiok, of inoombustib1e mat~rial; in buildings three- stor~ in height the walls of the first story shall be not less than sixteen (16) mnches thick, of imoombQstible ,material, for the seoond story the walle shall be not less than twelve (12) inches thick, of incombustible ma.tera1, a.nd far , , t~e third story the walls shall be not less than eight (2) inches thick, of imcombustible material. For all buildings , over three stortCs in height, the structure shall be of such dimensions as recognized by reputable architeots and buildlBrs and of imcombustib1e material. All party walls for the purpose of carrying two structures sha.11 be not less than four (4) inches thicker than those mentioned above. Seotion VI. Buildings may be erected in the rear of stores or dwellings to be ~ed exclusively for garage s,ihicken houses, woodsheds, warehouses, or other out houses, constructed of 1-0 construction, provided the sheet metal used upon the walls of any suoh building be stamped so as to imitate brick or stone, or be painted, but the use of 'corrugated metal shall not under any circumsta.nc~s be permitted. Such buildings shall not be erected within fifty (50) feet of any street.
