06-01-1954 Regular Meeting REGULAR MEETING A regular meeting of the City Council of the City of Clermont was held at the city hall V~e 1, 1954. The meeting was called to order by Council President Arthur George at 7:30 P. M. with all council members present. Other officials present were Mayor Boyd, City attorney Morse, Supt. Sheldon, Police Chief Clark and Fireman Fullwood. Visitors present were Mr. Guthrie, Mr. &Mrs. Ross, Mr. Meeker, Mr. Berry, Capt. Brockway, General Rice, Mrs. Maynard, Mr. Prime, Mr. W. H. McQuistioI and representatives of M. D. Moody~ Square Deal Equipment, Highway Equipment Co. and Florida ~quipment Company.. The minutes of the meeting held May 18th, were read by the clerk and approved as read. Mr. Guthrie spoke to the Council regarding the installation of "Bill-Board type signs within the city limits and stated that he was of the opinion that direct advertising signs should not be allowed but that if signs were of a directional nature that they should be allowed. Mrs. Maynard, President of the Clermont Gard(n Club, stated that the ~rden Club Membership were absolutely opposed to Bill-Board type signs of any natured being located within the city limits, and urged that the Council pass an Ordinance to that effect. Mrs. Maynard further stated that it was the desire of the ~rden Club to cooperate with the city Parks Committee in every way possible and that they would be happy to lend their services to anybprogram of beautification. Murry Ross, President of the local Chamber of commerce stated that &t was also his opinion that "Bill-Board type advertising signs should be prohibited, but that the Chamber of Commerce would like permission to ins,all a small directional sign at a later date. Clerk Johnson read letters from the Idian Hills Circle of the Clermont Garden club, and from the Clermont Federated Garden Club, urging that the City Council take the necessary action to prohibit the installation of "Bill-Board type signs within the city limits. Mr. Don Meeker, representing the Clermont Junior Chamber of Commerce, stated that the J. C.'s had completed tenative arrangements with Mr. Karl K. Prime for the installation of a "Boating Center" adjacent to the J. C. beach. Such center would include a school of ski instruction, sightseeing tours, the sale of boats, minor motor repairs and other activities relative thereto. The entire proposed program was completely outlined in a letter to the council. Such letter, along with proposed plans for expanded dock facilities by the J. C.'s are on file in the city hall. Mr. Meeker stated that it waS the hope of the J. CIS that the Council could work out some arrangement whereby the necessary water fron could be made available to Mr. Prime for his proposed business. Capt. Brockway, General Rice and Mr. Max Berry, of the Water Ways Club, stated that the Water Ways Club was 100~ behind the project as outlined by Mr. Meeker. Mr. Prime fully explained his proposed activities. After some discussion it was agreed by all members of the Council that they were in favor of the project as outllnt;,d, but that :1.t would be necessary for the City attorney to render a legal opinion relative to the lease and the liabilities of insurance before they could take action. Mr. Prime was, therefore, informed t'.~at a Special meeting of the Council would be called as soon as the attorney completed his opinion. Clerk Johnson read letters from Harold P. Anderson, Asst. Cashier of Fort Lauderdale National Bank and Mr. Walter H. Clles of Fort Lauderdale, wherein the character and business ability of Mr. Prime was most highly praised. At 8 O'clock P. M., as advertised, the clerk opened bids on the following machinery: one (1) new Bituminous and rock or gravel spreader, one (1) new Maintenance unit with 600 gal. tank, spray bar and other necessary equipment, one (1) used motor grader. Motion was made by Winston, seconded by Olivenbaum that vacations be allowed city employees for the same periods as in past years, which was one week for all laborers or hourly wage men and two weeks for all salaried employees. Six months of service is necessary before any vacation i8 allowed and twelve months of service before the full vacation i8 allowed. Motion carried. ' e The Sanifax Co.
