05-06-1954 Regular Meeting REGULAR MEETING The Regularly scheduled meeting for May 4, 1954, was adjourned until Thursday, May 6, 1954, by Council President Arthur George due to the fact that a quorum was not present. ADJOURNED MEETING An Adjourned meeting of the City Council of the City of Clermont was held at the city hall, Thursday, May 6, 1954. The meeting was called to order at 7:30 P. M. with all Council members present. Others9resent were Mayor Boyd, City attorney Morse, Supt, Sheldon, Police Chief C1ark,'Mr. W. H. McQuistinson and Mr. Don McCaffrey. The minutes of the meeting held April 20, 1954, were read and approved as read. Mr. McCaffrey Requested that the city Council re-zone to a M-1 area the following described property: Begin at Grandhighway and extend three hundred feet West along Highway 50, and 150' South from Highway 50' on the South side and 150' North of Highway 50 on the North side. Motion was made by Sickler, seconded by Olivenbaum that Mr. McCaffrey's request be granted and that the property above described be rezoned as requested. A roll-call vote waS requested with the following results: Yes: Sickler, Olivenbaum and Kons1er. No: Winston and George. Motion carried. Motion by Sickler, seconded by Olivenbaum, that city attorney prepare and advertise the proposed Ordinance. Carried. Motion by Winston, seconded by Konsler, that the number "1" well be equipped with Chlorinating eq~ipment and that Supt. Sheldon be authorized to purchase such equipment. Motion carried. Mr. Olivenbaum brought up the matter of city employees participating in the Federal Old Age and Survivors' Insurance act. Clerk Johnson was requested to poll the emplo.ees and determine if they eared to participate. Police chief Clark submitted his monthly report, which was accepted and ordered filed. Mayor Boyd stated that the Police department needed certain equipment amounting to 40.85. Motion Winston, seconded by Konsler and carried that the purchase of such equipment be authorized. The matter of furnishing relief for Police Dept. during vacation periods was discussed and the matter was left to the discretion of the mayor. Myor Boyd discussed the possibility of the city purchasing machin~ry and equipment for street building and maintenance. The matter was referred to the streets committee for a later report. Mr. McCaffrey requested that the ~roperty along the sides of Highway 27, now zoned as C-l and/or C-2 remain so zoned and not changed to a T-C zone. Mayor Boyd read a letter from Mr. Francis Whitehair of the State Road Department, wherein Mr. Whitehair requested that mayor Boyd furnish his department with a list of city road needs. Clerk Johnson read a letter from attorney Morse, relative to the methods and costs involved regarding Eminent Domain Proceedings for rightofway for alley. Motion was made by Winston, seconde~ by Konsler, that the city prooeed with the oonstruotion of an alley through blk. 81, on the rightofway already obtained and that offsets be made where necessary. Motion carried. Motion Sickler, seconded Konsler, that Tax .t.tement number 1379, oovering Persobal Property tax in the amount of 1.60 be struck from the roll as same had been assessed through error. Motion carried. Clerk John 90n erfplained to the Council tha-tGt:n 1946 the citJ' , '.''!. had sold, and deeded, the same cemetary lot (11, blk A) to two different parties, and that it was now necessary to endeavor to purchase a cemetary lot in the same area to satisfy one of the parties. Clerk Johnson was instructed to obtain prices on available lots and report to the Parks and Cemetary Committee. Clerk Johnson informed the Council that 'Mr. William Kern had made apnlication for duplicate Tax Sale Certificates as follows: Tax Sale Certificate #72 for 1939 taxes on lots 10&11, Blk 4, Sunset Heights, in the amount of 8.34, with P. K. Bronson and R. E. Bronson as bondsmen for twice the amount of the certificate and Tax Sale Certificate #46 for 1940 Taxes on lots 10&11, Blk 4, Sunset Heights, in the amount ot 5.21, with P. K. Bronson and R. E. Bronson as bondsmen for twice the amount of the certificate. Motion was made by Olivenbaum, seconded by Sickler and carried that Mr. Kerns application be granted and that the Clerk issue Duplicate Tax sale certificates. Clerk Johnson was authorized to request bids from all local licensed painters for the painting of the inside of the city hall. Motion by Ko~ler, seconded by Sickler that Bill be paid.
