04-03-1962 Regular Meeting ~ ~ REGULAR l"IEETING Regular meeting of the City Council of the City of Clermont was held in the office of the City Clerk on Tuesday - April 3, 1962. The meeting was called to order at 7:30 P.M. by Council Chairman William Boyd, with the following members present: Turville, Pool, Bishop, and' York. Other officials pre- sent were: Mayor BonJorn, Clerk Johnson, Deputy Clerk Carroll, City Attn'y. Morse, Sup't! Sheldon, Building Inspector Snyder, and Chief of Police Tyndal. Others present were: Messrs. Carl Nelson, Welborn Daniel, D.F.Carey, Henry Czech, Col. Ream, George Kirkwood, E. L. SChumann, Frank B. Innis, and Mrs. R.E.Berryman. Representatives of the Orlando Sentinel and the local Press, were also present. ' The minutes of the adjourned meeting held Tuesday - March 20, 1962, were approved as written. Mr. Innis, Chairman of the Clermont Planning Commission, appeared before the Council and requested funds up to $1500.00 for the Commission's use in preparing a land-use map for suudy, and for other matters relating thereto. Chairman Boyd assured Mr. Innis that the Council would take the request into consideration, and if monies were not available this year, that the request would be considered in the preparing of next fiscal year's budget. Mr. Daniels, representing Mr. Herbert L. Rogers, inquired of the Council if it was their intention to consider the recommendations of the Zoning Commission pertaining to the re-zoning of the Lake Highlands Hotel property. Chairman Boyd advised Mr. Daniels that the Council would probably accept the recommendations of the Zoning Commission later on in the meeting, but that no additional action would be taken regarding the matter until' a later date. Mr.Daniels further inquired if it would be possible for him to be present when the Council further considered the matter, and Chairman Boyd advised that he would be welcome., Mr. Bishop, Chairman of the Streets Committee, reported that Messrs. C.D.Hodson and C.J.Lindemann, had agreed to execute the necessary easement on property to be used for street drainage. Chairman Boyd asked City Attorney Morse to meet with Sup't. Sheldon and prepare specifications for the paving of Hook Street, (jointly between the City and County), to be submitted to Mr. Carl Duncan for his approval. Chief Tyndal submitted his regular monthly police report, which was accepted and ordered filed. Building Inspector Snyder submitted a report on building for the month of, March, which was accepted and ordered filed. Sup't. Sheldon reported that the mapping of the water distri- bution system was approaching completion. He also reported on the number of hours which the individual pumps had been operating during the month of March. Sup't. Sheldon further reported that certain streets were in need of sand-sealing. Motion by Mr. Turville, se- conded by Mr. York and carried, that the necessary work orders be issued to Sup't. Sheldon for the sand-sealing of the followed listed streets: Minneola Avenue from 4th Street to Second Street; Osceola Avenue from 8th Street to East Avenue; Certain Streets adjacent to the school; Linden Street from 7th Street to Lake Avenue, and the Streets in Shady Nook Subdivision. It was suggested to Sup't. Sheldon that the streets in .the worst condition be sand-sealed'first. Mr. Pool, Chairman of the Parks Committee, reported that he had received a request from the Clermont-Minneola Little Major League, to use the portable bleachers owned by the City and pre- sently located at the Municipal Stadium. Mayor BonJorn reported to the Council that the portable bleachers in question were no longer at the Municipal Stadium, but had been .loaned to the Lincoln Park School for use at their football stadium. Motion was made by Mr. Turville, seconded by Mr. Bishop and carried, that the Principal of the Lincoln Park School be advised that the portable bleachers owned by the City was not a gift, but had been loaned to them until such time that they might be needed elsewhere by the City, and that during such time as they are being used by the Lincoln Park School, the City is to be in no way liable for any .liability which might be incurred through their use. The request for bleachers made by the Little Leagul was referred back to the Parks Committee. . ~ ~ Clerk Johnson inquired of the Council if it was their wish to continue the program of mowing lots without cost to the owner. Motion by Mr. York, seconded by Mr. Pool and carried that the City continue the program of mowing vacant lots without cost to the owner. Mr. Turville stated that he would like to have an accounting of expenses incurred for this program, at the end of the -year. Mr. York reported that he had received a complaint regarding city owned trash trucks moving too slowly when crossing marsh be- tween Clermont and the city dump. Sup't. Sheldon said that he would look into the matter. Mr. Turville stated that he wished to commend Sup't. Sheldon for the fine work in the preparing of the water distribution map of the City. . . Clerk Johnson read a report from the Clermont Zoning Commis- sion. A copy of the report appears in full immediately following these Minutes, and is a part hereof. Motion was made by Mr. Pool, seconded by Mr. Bishop that the report of the Clermont Zoning Com- mission be accepted by the City Council. The motion carried with Mr. Turville voting Naye. . Clerk Johnson read a letter from Mr. William Elliott requesting the cancellation of Personal Property Tax on business which he operated only three months during the taxable year. The matter was referred to the Laws and Auditing Committee. Clerk Johnson read a petition from Messrs. Carroll Bailey, John Boyett, Don McCaffrey and Stanley Wrobel, requesting that Millholland Street, between State Road # 50 and Almond Street, be paved and curbed. Motion by Mr. Pool, seconded by Mr. Bishop and carried, that the petition for the paving of Millholland Street be granted, and that paving be done as soon as convenient. Motion by Mr. Bishop, seconded by Mr. Turville and carried that the bills be paid. Motion by Mr. Turville, seconded by Mr. York and carried, that meeting adjou~n, until A ril 17, 1962.
