RESOLUTION
No. 810
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CLERMONT, LAKE COUNTY, FLORIDA, URGING THE LEGIS-
LATURE OF THE STATE OF FLORIDA TO REVISE CHAPTER
257, FLORIDA STATUTES, TO PROVIDE THAT STATE AID BE
MADE AVAILABLE TO MUNICIPAL, INDEPENDENT, AND
COUNTY LIBRARIES EQUITABLY, ON A PER CAPITA BASIS;
DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF
THIS RESOLUTION TO THE OFFICIALS DESIGNATED
HEREIN; PROVIDING AN EFFECTIVE DATE.
WHEREAS, city libraries were the first public libraries in Florida; and
statewide, municipal libraries serve approximately 10 % of Florida's population; and
• WHEREAS, the 1961 Florida Legislature enacted legislation which provided
aid for libraries and, under Chapter 257 of the Florida Statutes, provided that such
state aid could be available to both counties and municipalities; and
WHEREAS, a 1983 revision of Chapter 257 of the Florida Statutes qualified
municipal eligibility to those cities with a population of at least 200,000, effectively
eliminating most municipalities in the program; and
WHEREAS, all Florida residents pay state taxes, including sales tax, which are
collected and distributed through the state aid program for libraries. However, only
those residents of eligible municipalities and county residents benefit from these tax
dollars used to assist libraries; and
WHEREAS, it is in the best interest of the continued development of public
library service in Florida to assist all types of public libraries providing free service to
the citizens of Florida; and
WI~REAS, equity in funding will lead to greater cooperation among public
libraries and thus to the enhancement of library and information services available to
the citizens of Florida.

NOW BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CLERMONT, FLORIDA THAT:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference thereto and incorporated herein as if fully
set forth in this section.
Section 2. The Clermont City Council hereby urges the Florida State Legislature to
revise Florida Statute 257 to provide that state aid be made available to
municipal, independent, and county libraries equitably, on a per capita
basis.
. Section 3. The City Clerk is hereby directed to transmit a copy of this Resolution to
Governor Lawton Chiles, Lieutenant Governor Buddy MacKay, Senate
President Pat Thomas, Speaker of the House Bolley Johnson, the Florida
League of Cities, and all cities in Lake County.
Section 4. This Resolution shall take effect immediately upon its adoption.
