09-16-2008 WorkshopCiry of Clermont MINUTES COUNCIL WORKSHOP SEPTEMBER 16, 2008 The Clermont City Council met in a workshop on Tuesday, September 16, 2008 in the Council Chambers at City Hall. Mayor Hal Turville called the workshop to order at 7:00 pm with the following Council Members present: Mullins, Goodgame, Berlinsky and Hogan. Other officials present were: City Manager Saunders, City Clerk Ackroyd and Assistant City Manager Gray. Tran~ortation Concurrency/Proportionate Share TJ Fish presented information on the Metropolitan Planning Organization (MPO) promoting regional transportation partnerships. He reviewed the MPO's long range transportation plans. State Road 50 is the number one priority on the list of projects. He reviewed the transportation concurrency and the green, yellow or red approach. The transportation issues in Clermont were discussed to include State Road 50, U.S. Highway 27, Hancock Road, County Road Old 50, Hartwood Marsh Road, and Citrus Tower Blvd. Level of Service was discussed as well as proportionate fair share. City Manager Saunders noted he received a letter from the Florida Department of Transportation noting they will be synchronizing the red lights on Highway 50. Lake and Sumter Counties, Coffee Table Book Russ Sloan, Director of Business Resource Center, presented information on a Coffee Table Book. He is interested in publishing a book on Lake County. There is a commitment from other cities in Lake County and would like to have participation from Clermont. Council expressed an interest. City Manager Saunders noted it would be on the first meeting agenda in October. Depot Conceptual Plan Gatarsktch presented the refined sketches of the old Depot based on comments from the City Council, staff and the Historical Society. They reviewed the proposed changes. An additional change was suggested to straighten the roof line. City Manager Saunders advised Council the conceptual design will be placed on the consent agenda at the first meeting in October. City Manager Saunders provided an update on the moving of the old Cooper Library. CemeterxFees Council and staff reviewed the proposed increases to the cemetery fees. Council was in agreement with the amended fee schedule. A Resolution will be placed on the first meeting agenda in October. Fire Station Generator A generator was placed in front of Fire Station No. 2 adjacent to the parking lot. The site review process was not followed and it does not meet the setbacks. City Manager Saunders suggested relocating the generator or place large landscape plants around it. The cost is $7,600 to move it. Council prefers to have the generator moved. Other Council noted a maintenance issue with having the lights in the trees downtown. They agreed to keep the lights on for the weekends only until Christmas and then decide at that point. City of Clermont MINUTES COUNCIL WORKSHOP SEPTEMBER 16, 2008 City Manager Saunders advised Council the Baptist Church has bought property on Hartwood Marsh Road. They are planning to sell the church in town and the Christian life Center. They are giving the city the first option. The Christian Life Center could be used as a recreation facility. Council expressed an interest in that building. Mr. Saunders noted the city could use recreation impact funds and infrastructure and could apply for grant funds. Council and staff discussed a city wide warning siren. The estimated cost would be $150,000 to $200,000. Council agreed to think about it. The Code Enforcement Board attorney has asked for a change in her contract to include driving time. Council recommended City Manager Saunders negotiate a change. City Manager Saunders noted the city has received 7 proposals for the pavilion. We will have a staff committee consisting of Assistant City Manager Gray, City Engineer Richardson and City Manager Saunders to review and determine the top three (3) for council review. Assistant City Manager Gray and City Manager Saunders will both be absent from next Tuesdays Council meeting. ADJOURN: With no further comments, the workshop was adjourned at 9: 26pm.
