COUNCIL WORKSHOP
JANUARY 20, 2009
The Clermont City Council met in a workshop on Tuesday, January 20, 2009 in the Council Chambers at
City Hall. Mayor Pro Tem Mullins called the workshop to order at 6:00 pm with the following Council
Members present: Goodgame and Hogan. Other officials present were: City Manager Saunders, City
Clerk Ackroyd and Assistant City Manager Gray.
Barbara Hollerand, Planner, and Jim Hitt, Planning Director presented the information.
The Evaluation and Appraisal Report (EAR) is due approximately every eight years. In the past, it has
been considered a report card of the comprehensive plan. It is also DCA's opportunity to verify that new
legislative requirements are being incorporated in the comprehensive plan. The last EAR was due in 1998
and was "found sufficient" in 2000. The City's is due again September 1, 2009.
In preparing the EAR, the City will need updated Data & Analysis since some of this information has not
been updated for many years. By updating elements of the current comprehensive plan prior to submitting
the EAR, we incorporate some of the changes that would later become EAR-based amendments anyway,
such as some of the new directives in 9J-11 in the Florida Administrative Code.
Staff began the rewrite process with our consultant last February. When completed, we will have 13
elements to the comprehensive plan. Currently, we have nine, which includes our recently adopted Public
Schools Facilities Element. The discrepancy is because the new comprehensive plan breaks out the
Infrastructure Element into four separate elements-Potable Water, Sanitary Sewer, Stormwater
Management and Solid Waste while the current plan labels it one element with four sub-elements.
Aquifer Recharge is another new element and will also be part of the new comprehensive plan.
The Council will review the draft elements in a number of workshops. The Planning and Zoning Board
will also review the materials in a workshop in February. Staff will schedule two or more community
meetings to present the map and elements to the public. March is the target month to bring the maps and
element drafts first to the Planning and Zoning Board and then to the City Council for transmittal. The
ORC is due from DCA by late May. The adoption hearings will be set for June 9 and 23. The Notice of
Intent is expected from DCA by mid-August. Since the EAR is due September 1, those hearings to
transmit the EAR would be in July or August at the latest.
Ms. Hollerand described the current map with limitations specifically noting two tiers and appendix C.
Also, she explained staffs goal to streamline the map for better understanding.
Council and staff reviewed the Future Land Use Map of the Comprehensive Plan.
Furthermore, Ms. Hollerand reviewed the new Future Land Use element policies.
Mayor Turville arrived at 7:20pm.
City Manager Saunders reminded Council about the annual retreat scheduled for 9:OOam on Monday,
January 26. He informed Council of receiving a Notice of Intent to issue a 48 slip boat dock for the Yacht
Club. Mr. Saunders further noted staff received a Notice of Intent regarding the freezing of grant funds
including the $3.2 million the City of Clermont applied for. The City does have a signed contract from the
State of Florida. Furthermore, staff will call each of our legislative delegates and send letters so they
understand the situation.
