02-11-2009 WorkshopCity of Clermont MINUTES COUNCIL WORKSHOP FEBRUARY 11, 2009 The Clermont City Council met in a workshop on Wednesday, February 11, 2009 in the Council Chambers at City Hall. Mayor Turville called the workshop to order at 6:00 pm with the following Council Members present: Thompson, Mullins, Goodgame and Hogan. Other officials present were: City Manager Saunders, City Clerk Ackroyd and Assistant City Manager Gray. City Manager Saunders advised Council the 125 year celebration committee has been meeting weekly. They plan to bring the proposed program to Council in the next couple of weeks. He asked Council for direction as it relates to alcohol being served at various events. Mike Latham, Committee Chairman, inquired about having alcohol served at the Mayors Ball and the street party. It was suggested to have a tent at Center Lake for cocktail hour and then walk across the street to have the event at the Methodist Church auditorium. City Manager Saunders recommended having the cocktail hour in the parking lot behind the Gatorsktch property. Council was in favor of that idea. The City Council was not in favor of serving alcohol at a street party. They agreed to limit consumption to being served by local businesses inside the establishment, a hospitality tent or on private property where food is being served. City Manager Saunders asked for direction on a location for the West Water Treatment Facility. The best site for this is the property behind Dairy Queen because of the hydraulics of our system. The tall water tank is being taken out and suggested putting in the ground storage tank at that location. There are currently 3 carriers on the cell phone tower bringing in approximately $80,000 per year which will be replaced with a flag pole. The City owns the property where the tank is currently located and would have to buy the eastern half of the property. Staff would put in a wall and landscaping and bury the tank as deep as possible. Mr. Saunders suggested a 6 foot wall. Council Member Goodgame suggested an 8 foot wall. Mayor Turville recommended a facade at the top to look like a roof. Ay Jalisco's owns that piece of property and is willing to sell it. Council agreed to move forward with an appraisal. Barbara Hollerand, Planner, presented information on the comprehensive plan. She reviewed seven (7) elements of the comprehensive plan. Staff and Council reviewed and discussed changes to the following elements: Transportation, Housing, Solid Waste, Natural Groundwater Aquifer Recharge, Conservation, Recreation and Open Space, and Intergovernmental Coordination.
