COUNCIL WORKSHOP
FEBRUARY 19, 2009
The Clermont City Council met in a workshop on Wednesday, February 19, 2009 in the Council
Chambers at City Hall. Mayor Turville called the workshop to order at 6:00 pm with the following
Council Members present: Thompson, Mullins, Goodgame and Hogan. Other City officials present were:
City Manager Saunders, City Clerk Ackroyd and Assistant City Manager Gray.
Council and staff discussed the 125 year celebration. Council Member Goodgame requested the whole
committee be present to discuss their ideas for the celebration. They reviewed a draft outline of events
agreed upon by the committee. The Council liked the idea of combining the Great Floridian Triathlon
with the 125 year celebration. Council inquired about having a parade. The committee overwhelmingly
decided to not have a parade due to the Christmas parade being held within 6 weeks of the 125
celebration. Businesses would have to work on 2 floats within a short period of time. The next committee
meeting will be held on February 26 at 6:OOpm and Council is welcome to attend that meeting.
Council Member Goodgame requested staff provide the workshop agendas in advance. Mayor Turville
agreed to have information on future workshops provided to Council a day or two in advance of a
workshop.
Barbara Hollerand, Planner, presented information on the comprehensive plan update. The Planning and
Zoning Board will hear this on March 3 and the transmittal hearings will be on the City Council March 24
agenda. Staff and Council reviewed and discussed changes to the Future Land Use element.
Mayor Turville recessed the workshop at 7:SSpm; the meeting reconvened at 8:OSpm.
Staff and Council reviewed the remaining four (4) elements consisting of Sanitary Sewer, Storm water
Management, Potable Water, and Capital Improvement.
City Manager Saunders informed Council of Lake County's plan to offer incentives to the Blue Earth
project. They are considering bringing in sewer and water into an industrial subdivision with Lake County
paying for it as an incentive. They have asked if the City of Clermont would consider participating. Lake
County would take care of the sewer cost which is more than $200,000 and wants to know if the City is
willing to partner with the County to extend the water system. The estimated cost is approximately
$80,000 however if the City could design and permit it in house, the cost would be half or less. It is not
in our city limits and would be on our water and sewer system. The City would receive impact fees. This
would have to be approved by Council at a meeting. Council was favorable to the idea of partnering with
Lake County on this project.
Council Member Goodgame requested a breakdown on the hours and when Council approved the
architecture of the Community Center. City Manager Saunders noted the City was billed according to the
progress of the plans. They were at 90% when the City chose to place the project on hold.
Council Member Goodgame inquired about Tuscany Village. City Manager Saunders stated Ted Dewitt is
the contractor and said he would be in the next day to finish. They are planning to offer an amendment to
their Planned Unit Development (PUD).
