COUNCIL WORKSHOP
MARCH 2, 2009
The Clermont City Council met in a workshop on Monday, March 2, 2009 in the Council Chambers at
City Hall. Mayor Turville called the workshop to order at 6:OOpm with the following Council Members
present: Thompson, Mullins, Goodgame and Hogan. Other City officials present were: City Manager
Saunders, Deputy City Clerk Noak and Assistant City Manager Gray.
City Manager Saunders provided Council a draft red light camera ordinance and a copy of House Bi11439
currently before the legislature. City Manager Saunders commented the Council would need to determine
if the City should hire a company or handle the project. American Traffic Solutions indicated the average
cost is $100,000.00 per intersection. American Traffic Solutions would install at their cost and collect the
fines. City Manager Saunders mentioned City Attorney Mantzaris' concern in moving forward prior to
the outcome of the legislative session. Council consensus was to prepare to move forward in May after
the legislative session ends.
Council Member Goodgame commented the need for speed enforcement on Hancock Road and Citrus
Tower Boulevard. Chief Graham provided statistics from August 2008 through February 2009. Chief
Graham stated the City's specialty units are close to being completely manned and the traffic trailer has
been delivered and will initially be placed on Citrus Tower Boulevard.
Administrative Services Director Van Zile and Human Resources Manager Bell presented the Personnel
Policy changes. A summary of twenty-two (22) changes were reviewed and discussed, thirteen (13) of
which were the result of union negotiations.
Administrative Services Director Van Zile and Human Resources Manager Bell presented the Group
Medical Plan revisions. Reserves have decreased and the rates and coverage should be adjusted. The
proposed changes were reviewed and discussed.
City Manager Saunders updated Council on Groveland/Lake County vs. Niagara Bottling Permit and
stated the County will likely back out.
City Manager Saunders provided feedback from the Police Department regarding areas where additional
street lighting may be needed. The areas are large and will be a large budget expense. Discussion
occurred regarding concentrating on intersections, long stretches, cost of solar lighting, and re-writing
code so developers would be required to pay.
Council Member Goodgame desired to see a fountain in Center Lake. Council Member Mullins
suggested a lighted sculpture on the island of Center Lake. City Manager Saunders will obtain pricing for
various options.
Council Member Goodgame commented the Moonlight Players may move to Minneola and suggested
the Council consider providing them with the old Cooper Memorial Library site on Montrose, or an
alternate location. Council consensus was not in favor of the suggestion.
Council Member Thompson stated the County will not match road project funds for Hancock and
Hartwood Marsh roads. Council Member Thompson commented the City should push this project by
Council calling individually and the City writing a letter. City Manager Saunders will write a letter.
