03-31-2009 WorkshopCity of Clermont MINUTES COUNCIL WORKSHOP MARCH 31, 2009 The Clermont City Council met in a workshop meeting on Tuesday, March 31, 2009 in the Council Chambers at City Hall. Mayor Hal Turville called the meeting to order at 6:00 pm with the following Council Members present: Council Members Mullins, Goodgarne, Hogan and Thompson. Other City officials present were: City Manager Saunders, Deputy City Clerk Noak and Assistant City Manager Gray. WATERFRONT PAVILLION Mike Latham, GatorSktch Architects, requested Council guidance regarding inside seating capacity, stage size, and the exterior appearance. City Manager Saunders commented the original request for proposal called for 350 under-roof seating and lawn seating of 350 to 400. Council consensus was for 350 under-roof seating, the approximate stage size would be 30 feet by 60 feet. City Manager Saunders mentioned the original concept of ~TVaterfront Park was to have the same architectural design as the other buildings. Council consensus was to maintair the Sarre look with a different style. GatorSktch will present several designs for Council consideration. POLICE DEPARTMENT GRANNY REQUESTS Chief Graham presented Council with information on a grant which funds additional personnel for three years. The City must guarantee to carry the costs the fourth year. Discussion occurred regarding applying for the grant for four officers, one for each platoon. Council consensus was to move forward with the grant application. A Department of Transportation grant is available which can be used towards traffic enforcement devices to equip the vehicles the City purchased with grant money. Council consensus was to move forward with the grant application. Two additional grants will be available and would allow the possibility of obtaining a crime scene vehicle and for items such as the recent speed trailer the City obtained. Council consensus was to apply for the grants. SUMMER CAMP City Manager Saunders brought forward the proposals for full or half day summer camp, moving camp to McKinney Park and using the school, or continue using Palatlakaha Park. Assistant City Manager Gray provided the details of the program proposals. Council consensus was for a half day camp at McKinney Park. FACILITY USER FEES (PARKS) City Manager Saunders commented on fees for reserving a facility. Discussion occurred regarding requests for waiver of fee. Council consensus was to include the fees in the council packet when a waiver is requested. Page 1 of 2 City of Clermont MINUTES COUNCIL WORKSHOP MARCH 31, 2009 LAKE COUNTY WATER AUTHORITY FUNDING REQUEST City Manager Saunders brought forward the request for the City to contribute one-third of the appraisal cost for a storm water project, which would not encompass the total project expenses. Council consensus requested the Lake County Water Authority provide the City with complete details of the project and expenses and return to Council. OTHER Wally Herda, 1109 Hampton Street, requested Council consider revising the ordinance regarding moving a vehicle within seventy-two hours of a violation. Council consensus was to allow for five days. Charlene Forth, 939 West Desoto Street, addressed Council regarding disallowing cars to park on Desoto Street. City Manager Saunders will have staff assess the issue and bring back to Council with staff recommendation. Mayor Turville requested the City review the permit fees for tents. Mayor Turville is opposed to the fee unless the tent will be used for commercial purposes. Staff will review and return to Council. City Manager Saunders informed Council the grant money for Inland Groves was deposited. City Manager Saunders informed Council the quote on costs for security cameras for the City building will be extended to the Downtown Partnership businesses. Council Member Goodgame mentioned the protest against Niagara will be held on Saturday, April 4 at 10 a.m, in Groveland. Council Member Goodgame stated Celebration of Praise was in violation of their Conditional Use Permit as they have not finished the road. City Manager Saunders responded they were working with the City as the delay involves the Tuscany Village project. Council Member Thompson commented the City should provide more of a financial commitment to the 125"' Celebration. With no further comments, the workshop ended at 8:SOpm. Page 2 of 2
