10-08-1990 Regular Meeting~- • • MINUTES LOCAL PLANNING AGENCY MEETING OCTOBER 8, 1990 The Local Planning Agency meeting was called to order by John Sargent on October 8, 1990 at 7:30 P.M. Members present were James Brown, Marilyn George, Edward Ivey, Bonnie Kranz and Adelbert Evans. Members Carlos Solis, Don Smith and Peter Bertronaschi were excused. PURPOSE AND BACKGROUND Mr. Harker noted that this would be a workshop instead of the planned public hearing due to a change in the elements to be reviewed as formally advertised. The overall goal is to comply with both law and rule. The law being Chapter 163 of the Florida Statue and the Rule being 9J-5 of the Florida Administrative Code. In order to receive a passing grade from the Department of Community Affairs we must comply with both of these. Mr. Harker stated that there are three elements to discuss tonight, the Recreation and Open Space Element, the Conservation Element and the Housing Element. Mr. Harker noted that these are only rough drafts. Mr. Harker invited the public and the committee to give their comments as the documents are presented. Mr. Evans stated that there are numerous grammatical and spelling errors. Mr. Saunders stated that these would be cleaned up before the final product was presented. Mr. Saunders stated that this entire document has been in the works since 1988 and some of the data, particularly in the Housing Element, is 1988 data that was brought together by the Regional Planning Council, but some of these things will be updated. Mr. Saunders again stated that this is only a draft. The purpose of these meetings is to have public input. CONSERVATION ELEMENT It was noted by Mr. Saunders that some of the figures used in this element may be changing due to the property that may be annexed into the city, if approved by the City Council on Tuesday, October 9, 1990. Mr. Harker asked for input, corrections, or clarification on a page by page review of the element. Further discussion followed regarding different aspects of the Conservation Element and the Goals, Objectives and Policies. Resident Mark Edwards expressed concern regarding policy 3-3 which would permit development only if it does not adversely affect the City's natural resources. In his opinion any development, such as a subdivision, a store or a parking lot would adversely impact the City's natural resources. Mr. Edwards also expressed concern regarding Objective 3 which states that proper action will be instituted to ensure the quality and quantity of City ground water. He stated we have had drought conditions for a long time. He feels that when we allow development it is going to require water. Mr. Harker agreed that there would be some type of adverse impact when you have development. But what we are hoping to do is to mitigate that to the best of our ability. • • It was agreed that the wording of Policy 3-3 should be revised. The remainder of the Goals, Objectives and Policies of the Conservation Element were discussed. RECREATION AND OPEN SPACE ELEMENT Discussion followed regarding the changes and revisions that should be made to this Element on a page by page review. In reference to Table VI-6 Mr. Ivey stated that the City of Clermont already far exceeds the number of recreational facilities recommended per acre. Mr. Saunders stated that this was correct. The City could very well provide more facilities, however, he feels at this time that they should not be listed in this element because the City would then be committed to build these extra facilities when the current facilities are already over the standard. The Goals, Objectives and Policies of the Recreation and Open Space Element were then discussed and revisions noted. At this point it was agreed upon by the Agency to wait until Monday, October 15 at 7:30 P.M. to discuss the Housing Element which is an advertised public hearing on the Recreation, Conservation, and Housing Elements.
