MINUTES
LOCAL PLANNING AGENCY MEETING
OCTOBER 15, 1990
The Local Planning Agency meeting was called to order by John
Sargent on October 8, 1990 at 7:30 P.M. Members present were
James Brown, Marilyn George, Edward Ivey. Members Bonnie Kranz
Adelbert Evans, Carlos Solis, Don Smith and Peter Bertronaschi were
excused.
Mr. Harker stated that at the last meeting held October 8, 1990 the
Conservation Element and the Recreation and Open Space Element were
discussed. At tonight's meeting we will discuss the Housing
Element and hear any further comments regarding the Conservation
Element and the Recreation and Open Space Element.
HOUSING ELEMENT
Mr. Harker stated that the principle source for all of the
information within the Housing Element comes from the 1980 Census.
Therefore this element will not be very accurate due to the age of
the data. However, this element will be updated as soon as the
1990 Census data is available.
Mr. Harker stated that due to this fact the principle benefit of
this element would be in the projection's of the type of households
and the amount of units that will be needed in the City within the
next 10 years. Realistically then, the best part of this element
and the part that we should probably pay the most attention to will
be the Goals, Objectives and Policies, which is the adoptable
portion.
Mr. Harker asked for input, corrections, or clarification on a page
by page review of this element.
Further discussion followed regarding different aspects of the
Housing Element and the Goals, Objectives and Policies.
Resident Mark Edwards asked for a definition of the word "decent"
as used in the area discussing the Provision of housing for
Households with Special Needs.
Mr. Harker stated that perhaps this wording should be changed, due
to the different interpretations possible of the word decent.
Ms. George stated that perhaps the wording should be changed to
safe, sanitary and affordable, rather than decent.
This wording change was agreed to be acceptable by the LPA
Committee and the public present.
Resident Mark Edwards asked, in regard to Policy 1-4, if the City
had already zoned certain area's that would ensure the availability
of sites for special need residents.
Mr. Saunders stated that our current existing classifications
include areas for all types of housing. The City will have one
year to adopt new development regulations and a new zoning map,
following submittal of the Comprehensive Plan, which will be in
conformance with the Plan.
The remainder of the Goals, Objectives and Policies were discussed
and changes noted.
At this point, the public was given the opportunity to give any
comments that they might have regarding the Conservation Element
or the Recreation and open Space Element.

The Committee was then reminded of the next Local Planning Agency
meeting to be held November 19, 1990.
