LOCAL PLANNING AGENCY
PUBLIC HEARING
NOVEMBER 15, 1990
The Public Hearing of the Local Planning Agency meeting was called
to order by John Sargent on November 15, 1990 at 7:15 P.M. Members
present were James Brown, Marilyn George, Don Smith and Edward
Ivey. Members Bonnie Kranz, Adelbert Evans, Carlos Solis, and
Peter Bert#onaschi were excused. Also attending were Wayne
Saunders City Manager, Lanny Harker Planning Director and Mimi
Rauch Planning Technician.
MINUTES of the meetings held October 8 and October 15, 1990, were
accepted as presented.
Mr. Sargent invited the public attending to give any comments or
questions they might have regarding these elements.
Traffic Element
Mr. Harker noted that the Traffic element defines the existing
situation, then looks at the future by doing an analysis of the
existing conditions, and then projects what needs the City might
have to deal with in the future.
Mr. Sargent asked if there was any separation made as to cars
versus trucks and the impacts that the different vehicles have.
Mr. Harker stated that the FDOT, as far as level of service, does
not separate the types of vehicles using the road.
Further discussion followed regarding the Traffic Element and the
Goals, Objectives and Policies of this Element.
In regards to Policy 2-2, Mr. Sargent asked who would pay for the
traffic count program that is to be instituted by 1993.
Mr. Harker stated that the cost would probably be to the City on
the local collector roads. The County Engineering Department and
the County Planning Department are currently implementing counts
on the FDOT urban collector roads.
Mr. Saunders noted that this would not be a very expensive project.
Mr. Sargent asked, regarding Policy 2-4, if this policy means that
the last developer to come in that trips the level of service to
a lower level will be the one to pay, regardless of the other
developments that currently exists along that same road.
Mr. Saunders stated that this was correct, this would be done
basically on a first come, first serve basis.
Mr. Harker noted that this policy is essentially saying that the
City will not reserve capacity for development.
Mr. Jay VanDerMeer stated, in regards to Policy 2-6, that if the
City was going to require all developers to provide traffic flow
for both motorized and non-motorized vehicles, the City would have
to provide the same.
Mr. Saunders agreed that the City should do the same, and the City
would where new construction is concerned. However, the City
should not have to retrofit the existing.

Mr. VanDerMeer stated that he is all for a developer paying his
way, but that he does not feel that it would be fair to make him
pay for both sidewalks and a bicycle path throughout an entire
project. Especially if that project does not link with any of
these same improvements that the City has done.
After further discussion, it was decided to have a continuation of
this public hearing on November 20, 1990 at 7:00 p.m., at which
time the Public Facilities Element would be discussed.
