LOCAL PLANNING AGENCY
PUBLIC HEARING
DECEMBER 18, 1990
The Public Hearing of the Local Planning Agency meeting was called
to order by John Sargent on December 18, 1990 at 7:00 P.M. Members
present were Marilyn George, Peter Bertonaschi and Edward Ivey.
Members Don Smith, Bonnie Kranz, Adelbert Evans, James Brown and
Carlos Solis were absent. Also attending were Wayne Saunders City
Manager, Lanny Harker Planning Director and Mimi Hauch Planning
Technician.
Mr. Harker invited the public attending and the Local Planning
Agency to give any comments or questions they might have regarding
the elements being discussed tonight (Intergovernmental
Coordination and the Future Land Use Elements).
Intergovernmental Coordination Element
Mr. Ivey asked if the Intergovernmental Coordination Element should
not also contain the need to work with the City of Groveland.
Mr. Saunders stated that there was no need for this in that
Groveland was not contiguous with the City of Clermont as is the
City of Minneola.
Mr. Bertonaschi stated that he felt the wording in Policy 3-4
beginning with "provision of funding to assist in procurement"
should be changed to just "assist".
This was agreed upon by all those present.
Further discussion followed regarding this element, with revisions
being noted.
Future Land Use Element
Mrs. Patricia McCaffrey asked in reference to the property that she
presently owns, which is located near the northeast corner of the
intersection of SR 50 and US 27, the property is now zoned
commercial and it appears that it was being down zoned to R-3.
Mr. Saunders stated that this land has been in the UD-5 Land Use
District for the past five years, which does not allow commercial
use. The Future Land Use Districts take precedence over the zoning
of the property. However, within one year after submittal of the
Comprehensive Plan the City will have to bring all of the
development regulations into conformance, which will include the
zoning.
Mr. Saunders stated that Mrs. McCaffreys property could still be
used for commercial development as a Planned Unit Development.
Mrs. McCaffrey asked if it were normal for two parcels that adjoin
to have different Land Use Districts, such as the property which
is located south of SR 50 near the Oak Ridge Apartments. The Land
Use District on one parcel is UD-2 which only allows a density of
eight to the acre whereas the property abuts the UD-8 District
which allows twelve to the acre.
Mr. Saunders stated that this was done in this particular case due
to the fact that this area is already so congested.
Mr. Saunders stated that Policy 1-5 should be changed, in regard
to the floor area ratio of .18, to exclude the Central Business
District.

Further discussion followed regarding the Goals, Objectives and
Policies and the remainder of the Future Land Use element.
