MINUTES
CODE ENFORCEMENT BOARD
APRIL 21, 1992
The regular scheduled meeting of the Code Enforcement Board was called to order on
April 21, 1992 at 7:30 p.m. Members attending were Edward Whitehead, Martin
Wright, George Wood, Dorothy McGriff, Emma Higgins and Jon Fortier. Member
William McKinney was absent. Also attending were Leonard Baird, Ciry Attorney,
Richard Bowman, Code Enforcement Officer, Lanny Harker, Director of Planning and
Mimi Shaw, Planning Technician.
MINUTES of the meeting held October 15, 1991 were approved as presented.
Mr. Baird welcomed the new members and explained the procedures and goals of the
Code Enforcement Board.
ELECTION OF OFFICERS
Jon Fortier nominated Ed Whitehead for Chairman, seconded by George Wood and
approved by a unanimous vote.
Ed Whitehead nominated George Wood for Vice-chairman, seconded by Martin Wright
and approved by a unanimous vote.
NEW BUSINESS:
CASE 92-01

LOCATION: 580 East Highland Avenue
VIOLATION: Chapter 11A-Section 16 -Prohibition of storage within residential areas.
Mr. Bowman informed the Commission that this was the third time the defendant had
been brought before this Board. Mr. Pace appeared before the Code Enforcement
Board on May 18, 1988 and December 7, 1989 and was found guilty of violating the
same section of the Code.
Mr. Bowman further explained that the State of Florida regulations governing Code
Enforcement procedures provides for a maximum fine of $500 a day for repeat
offenders. The defendant was issued a violation notice on March 23, 1992, which
required all of the stored vehicles and their parts to removed. This has not been done
as of this date.
Exhibits 1, 2, .3 photos of the site, inspected April 21, 1992 were presented to the
Board. The photos showed that the vehicles, tires, etc., were still on the site.
Staff is therefore recommending that Mr. Pace be fined $500.00 immediately and
$500.00 per day the offense continues to occur hereafter, until the fine reaches
$5,000.00, at which time a lien would be placed on the property involved.
The defendant was not present as of 7:52 p.m.

A brief discussion followed regarding the procedures for placing a lien on the
property and possible foreclosure.
A motion was made by George Wood that the defendant be fined $500.00 immediately
and $500.00 per day the offense continues to occur hereafter, until the fine reaches
$5,000.00, at which time a lien would be placed on the property involved, seconded
by Dorothy McGriff, approved unanimously.
There being no further business the meeting was adjourned.
