09-04-1990 Meeting • • PLANNING & ZONING MEETING September 4, 1990 The regular scheduled meeting of the Planning & Zoning Commission was called to order by Chairman John Sargent on September 4, 1990 at 8:00 P.M. Members present were James Brown, Marilyn George, Don Smith, Edward Ivey, Peter Bertonaschi and Adelbert Evans. Members Carlos Solis and Bonnie Kranz were excused. MINUTES of the meeting held July 3, 1990 were approved as amended. NEW BUSINESS: 1. REQUEST FOR CONDITIONAL USE PERMIT APPLICANT: Miracle Church of God LOCATION: 1038 School Street REQUEST: Expand an existing church in the R-2 Medium Density Residential District. Mr. Saunders advised the Commission that the applicant was requesting a Conditional Use Permit to expand an existing church located at 1038 School Street. The existing church is a single story structure of 1232 square feet. The proposed addition is for 280 square feet. Mr. Saunders stated that this expansion would not expand the seating capacity, it is only to build new restrooms on each side of the east end of the church. This is a very confined site, giving the church very little room to work with, but as long as they do not expand the seating capacity we do not anticipate any problems. Staff recommends approval of this request subject to the standard conditions of a Conditional Use Permit and the following additional conditions: 1. Landscape buffer installed according to code which would include perimeter hedge and tree requirement with irrigation. 2. Required on site parking may be grass but must be delineated. Driveway to be paved with adequate water retention provided. 3. Structure is to be inspected by Fire Marshall for life safety requirements, all requirements must be met prior to any expansion. 4. Structure is to be inspected by Building Inspector and new Certificate of Occupancy issued prior to any expansion. All building code violations must be corrected prior to any expansion. Ms. Virginia Dean was present and the church property and that the with her about buying a portion stated that her property adjoined church was presently negotiating of her property. • Rev. Ivey asked Ms. Dean if the church had purchased the property yet. Ms. Dean stated they had not. It was determined that Ms. Deans property was south of the church and the addition was being made to the north, therefore this would not have any effect on this issue. Mr. Saunders stated that the setbacks are normally looked at individually on churches. The setback in this particular zoning area is a 7.5 foot side yard setback for a residence. This is an area where there is no commercial property so there is no commercial side yard setback to look at. The church is showing that they would have almost an 8 foot setback with this addition. The church would be meeting the minimum residential setback. Mr. Bertonaschi asked if Mr. Saunders knew what the church would be using the vacated bathroom spaces for. Rev. Ivey stated that he would guess that the church might be thinking of making this space into a sunday school room. After a brief discussion a motion was made by Adelbert Evans to recommend to the City Council approval of this request as presented by staff, seconded by Don Smith and approved by a unanimous vote. Mr. Saunders reminded the Committee of the Local Planning Agency workshop to be held October 8, 1990 at 7:30 p.m. There being no future business the meeting was adjourned. ~_ / ... -.
