This meeting of the Planning and Zoning Commission was called to order by Chairman
Ruth Alice Ray at 7:30 P.M., Tuesday, November 6, 1979 in the City Council Chambers.
ROLL CALL: Present: Chairman Ray and members Nick Jones, Henry Czech, Jack
Sargent, Rufus Sullivan, Louise Relyea, and Alfred ~~lilcox. Absent: Robert Thompson
and Laura Cook.
The Minutes of the October 2, 1979 meeting were approved as written.
ACTION 79-9: PUBLIC HEARING - CONDITIONAL USE PERMIT REQUEST
• A CUP request was received from the Blessed Sacrament Church at 720 12th Street
in order to build an educational building with eight classrooms to be used
for Sunday School classes.
City Manager Forbes explained the request, and Mrs. Frances Boone was present
to represent the Church.
After discussion, it was moved by Wilcox, seconded by Jones that this request
be recommended as approved subject to the following conditions:
1. That all applicable regulations and ordinances be met;
2. That the use not be expanded except with a Conditional Use Permit, and,
3. That all conditions be met prior to the issuance of a Certificate of
Occupancy.
ROLL CALL: All present voting "Aye". Voting "Nay" none. Motion adopted.
PLANNING ORDINANCE
There was discussion regarding the proposed ordinance establishing the By-Laws
for the P&Z, and City Manager Forbes explained the General Provisions of the
proposed By-Laws. Members of the P&Z requested that they be sent copies
of the proposed ordinance before the November 13th City Council meeting.
ZONING ORDINANCE
Members discussed the proposed parking provisions and C-1 Light Commercial
District regulations.
Mr. Wilcox suggested that the word "hard" surface be defined, and that the
term "grassed parking" be clarified to include grass or impervious parking.
City Manager Forbes stated that these changes would be made.
The C-1 Light Commercial District was also discussed. It was explained that
the intent of C-2 General Commercial Zoning would generally be for commercial
areas along Highways 50 and 27. Light commercial areas are intended for
small neighborhood retail businesses, professional offices, and personal service
establishments of 3000 square feet or less. Mr. Sargent stated that the
method of determining the 3000 square foot area should be def~.ned and the
City Manager was directed to further investigate this matter.
