PLANNING & ZONING C0PINIISSION

This meeting of the Planning and Zoning Commission was called to order by Vice
Chairman Czech at 7:30 P.M. on Tuesday, October 2, 1979. ROLL CALL: Present:
Vice Chairman Henry Czech, Nick Jones, Laura Cook, Jack Sargent, Louise Relyea,
and Bob Thompson. Absent: Chairman Ruth Alice Ray, Rufus Sullivan, and Alfred
Wilcox.
The Minutes of the September 5, 1979 meeting were approved as written.
The letter of resignation from Jim Meginley was acknowledged. City Manager Forbes
explained that this meeting of the P&Z would be a zoning workshop session since
no new business was on the agenda.
• BUSINESS DISTRICTS
Members reviewed the proposed C-1 Light Commercial and C-2 General Commercial
zoning districts. There was much discussion on whether two commercial
business districts were necessary in our City. Members discussed that almost
all of C-1 zoning was along Highway 50, where it could be rezoned C-2.
After much discussion, the City Manager was requested to analyze this situation,
and report back to the P&Z.
NURSERY SCHOOLS
The P&Z members discussed if nursery schools should be allowed in all
residential zones. The consensus of members present was to allow nursery
schools as a conditional use only in R-3 multiple family and commercial
districts. However, nursery schools would be allowed as an accessory use with
churches in any zone.
LOT WIDTH FOR DUPLEXES
There was much discussion on the 100' lot width at the building setback line
required for duplexes in R-2 Duplex and R-3 Multiple Family zones. The con-
sensus of members present was that the lot width requirement for duplexes
should be reduced to 75'. However, Jack Sargent stated that he believed the
100' lot width requirement for duplexes should not be changed since this
was an important element in protecting adjacent single-family developments.
PARKING
The off-street parking requirements and exactly what constitutes two off-street
parking spaces in residential zones was discussed.
Members present were divided on whether two cars parked in the driveway con-
stituted two off-street parking spaces, or if double wide driveways should be
required. This will again be discussed at a future meeting.
The consensus of those present was that parking should be allowed in the front
yard of multi-family developments. They believed that the landscaping require-
ments would provide an adequate buffer for the parking.
