09-04-1979 MeetingPLANNING & ZONING COMMISSION September 4, 1979 This meeting of the Planning and Zoning Commission was called to order by Chairman Ray on September 5, 1979 at 7:30 P.M. ROLL CALL: Present: Chairman Ruth Alice Ray and members Nick Jones, Jack Sargent, Rufus Sullivan, Jim Meginley, Louise Relyea, Bob Thompson, and Alfred Wilcox. Absent: Henry Czech and Laura Cook. The invocation was given by Chairman Ray. The Minutes of the August 7, 1979 meeting were approved as written. ACTION 79-7: PUBLIC HEARING: CONDITIONAL USE PERMIT City Manager Forbes advised of a request for a Conditional Use Permit (CUP) by the First Baptist Church of Clermont at 497 Montrose Street. The purpose of this request was to • allow the Church to operate a nursery school and construct approximately 44 grass parking spaces. Reverend J. Monroe Barnard spoke in favor of the request and stated that they would construct a fenced play area and meet all applicable State and County Health Codes. Mr. John Harder, the contractor on this project, stated that the grass parking is greatly needed in the winter on Sundays, when Church attendance is at a peak. After discussion on the construction of the parking spaces, it was decided that the vote for the nursery school and grass parking would be considered separately. MOVED by Sargent, seconded by Thompson that the nursery school be approved at the above location on the condition that the outdoor play area is enclosed with a fence at least 4' high, and that it meets all State and County requirements. ROLL CALL: All present voting "Aye". Voting "Nay" none. Motion adopted. MOVED by Sullivan, seconded by Wilcox that the grass parking spaces be approved as submitted in the plans. ACTION 79-8: PUBLIC HEARING: CONDITIONAL USE PERMIT City Manager Forbes advised of a request for a Conditional Use Permit by the St. Matthias Episcopal Church to construct a 25' x 30' addition to the Church for administrative offices, a library, and a covered breezeway. Church officials request that they be allowed to construct this addition without building any off-street parking. They believe that since the addition is only for a library and administrative offices, no additional parking spaces will be generated. Mr. Meginley inquired if buffer landscaping between the Church and residential uses would be required. City Manager Forbes advised that buffer landscaping would be required. Reverend W. C. Seitz stated the neighbors to the Church would not want any buffer landscaping. After much discussion regarding buffer landscaping, parking and the need to be consistant with all churches, it was MOVED by Wilcox, seconded by Sargent that this request be approved as per the plans submitted. ROLL CALL: Voting "Aye" - Nick Jones (he requested that the record reflect that he is the architect for this project), Rufus Sullivan, Robert Thompson, Alfred Wilcox and Jack Sargent. Voting "Nay" - Chairman Ray, who requested that the record reflec that all new construction should have provisions for off-street parking. Abstaining: Jim Meginley because he is employed by the Church, and Louise Relyea because she is a member of the Church. Motion adopted. OLD BUSINESS Under old business, the Zoning Ordinance and Transition Zones were discussed. City Manager Forbes advised the members of the recommendations made at the August 21st workshop. There was much discussion regarding the status of nursery school, and if they should be allowed in all residential zones. It was agreed that this topic would again be discussed at a future date. The Transition Zones were also discussed and the P&Z's previous recommendations as to this area were amended as follows: • The property in Transition Zone #1 lying north of the railroad tracks between Lake and West Avenue, and all of the property north of Lake Avenue would be recommended R-3 multi-family. The members also agreed that something should be done to insure that Lake Shore Drive continues through this area between 12th and 8th Streets. The P&Z members requested that the City Manager inspect the need for traffic signs, sidewalks, and guard rails at various locations. The meeting was adjourned by Chairman Ray at 9:30 P.M. / ~. ~.
