SPECIAL PLANNING AND ZONING COMMISSION MEETING
MINUTES
December 17, 1980
This meeting of the Planning and Zoning Commission was called to
order by Chairman Ruth Alice Ray, who gave the Invocation at 5:15 p.m., on
Tuesday, December 17, 1980 in the office of the City Manager in City Hall.
ROLL CALL. Present: Chairman Ray and members, Louise Relyea,
Laura Cook, Jack Sargent, Bob Thompson and Henry Czech.
Absent: Nick Jones and Mike Conley.
REZONING REQUEST. City Manager Forbes explained a rezoning
request of the North 20' of Lots 69 and 76, Clermont Heights Subdivision
from R-2 Medium Density to C-2 General Commercial as requested by the
First Federal Savings and Loan.

The P & Z members discussed the fact that there was still an adequate amount
of R-2 Zoning to the South of this property to buffer the commercial uses
from residential property. The City would also still be basing our zoning
boundries on rear property lines.
The P & Z members also discussed the requirements for Commercial Zoning
listed in the Comprehensive Plan, and believed that this property met the
requirements for C-2 General Commercial Zoning Listed in the Plan.
Jack Sargent discussed the fact that a separate entrance to the side or rear
of this property would be desirable to relieve traffic from Highway 50.
A motion was made by Relyea, seconded by Czech to recommend to the City
Council that this request be granted. Roll Voting Yea: Chairman Ray,
Louise Relyea,Laura Cook, Jack Sargent and Henry Czech. Voting Nay: None.
Bob Thompson abstained from voting since he is a real estate agent involved
in the sale of this property. City Manager Forbes informed Mr. Thompson that
a Conflict of Interest Form must be completed.
The meeting adjourned at 5:35 p.m.
