This meeting of the Planning and Zoning Commission was called to order by
Ruth Alice Ray, who gave the Invocation at 7:30 p.m. on Tuesday, December 2,
the office of the City Manager in City Hall,
ROLL CALL. Present: Chairman Ray and members Louise Relyea, Nick Jones
Sack Sargent, Mike Conley and Laura Cook.
Absent: Henry Czech and Bob Thompson.
Chairman Ray explained that the purpose of this meeting of the P & Z was to
conduct an Informational Workshop on City Water and Sewer Plans. She further discussed
the fact that the proposed zoning changes approved at the November meeting would be
before the City Council for the first reading on December 9, 1980. and the second
reading on January 13, 1980. Chairman Ray stated that all P & Z members should
attend these meetings.
SEWER STUDY. City Manager Forbes explained the sewer study that has been
recently prepared by the City Engineer, and discussed the following facts:
1. Existing Collection System and Waste Treatment Plant.
The City of Clermont Sewage Collection System and Waste Treatment Plant
were placed in operation in 1971. The City Engineer's study indicates
that the collection system was adequately designed and constructed for
the area within the present City Limits, and the Plant is producing a
high quality effluent under the present loading,
2. Waste Treatment Plant and Collection System.
The existing gravity sewers and force mains are adequate for the present
City Limits. The projected daily average flow for ultimate development
within the present City Limits is estimated at 885,500 G.P.D. When the
Waste Treatment Plant capacity is increased to more than its present
600,000 G.P.D., it will be necessary to replace the pumps in Lift Station
~~6 with larger pumps. At this time, the pumps in Lift Stations 9, 15, and
21 will be marginal in capacity and may require replacement.
The Waste Treatment Plant will reach 100% of its present capacity in 1986,
based on the projected population growth. This means that the City should
be prepared to implement final design and construction of improvements by
1984. The benefits of obtaining funding under the EPA 201 Program was
also discussed and the City Manager is checking into this matter.
Further expansion of the City Limits to the South and East should proceed
with caution until a complete 201 analysis is made.
3. Infiltration/Inflow.
The results of this investigation indicate no serious problem with infiltra-
tion/inflow. However, the inspections revealed some necessary repairs must
be made to some existing manholes.
4. Flow Equalization.
The possibliity of constructing a Flow Equalization Chamber was discussed.
Flow equalization is a means of maintaining a constant rate of flow through
the Waste Treatment Plant. This is done by storing the influent during high
flow periods and releasing it during. low flow periods. It is an effective
way of increasing the design capacity of a waste treatment plant.
5. Master Plan for Unsewered Areas.
It was pointed out that the report contains a master plan to be used as a
guide as more areas develop in the City Limits.

WATER SYSTEM IMPROVEMENTS. City Manager Forbes explained that the City
Engineer is projecting that the City will be able to award construction bids for our
water system improvements by February 10, 1981. This new construction includes a
new water well, 500,000 gallon water storage tank, and water transmission lines
necessary to operate our water utility on a single pressure system. These improve-
ments are needed to provide an adequate supply of safe drinking water, improve fire
protection and increase the capability of the entire water distribution system.
Over the past several years, the City has been forced to abandon three water wells.
These wells were contaminated with fecal coliform bacteria levels in excess of
Federal Safe Drinking Water Standards, and can no longer be utilized. There was
much discussion regarding these improvements.
FUTURE PLANNING. Jack Sargent explained the need for coordinated
planning not only within the City, but with the County, also. The City's areas
of critical interest were also discussed. The P & Z members recommended that the
County Planners be asked to attend a City P. & Z. Meeting in the near future to
review the City/County Planning and Coordination.
