This meeting of the Planning and Zoning Commission was called to order by the Chairman
Ruth Alice Ray, who gave the Invocation at 7:30 p.m. on Tuesday, August 5, 1980 in the
City Council Chambers.
ROLL CALL. Present: Ruth Alice Ray, Henry Czech, Laura Cook, Nick Jones,
Mike Conley and Jack Sargent.
Absent: Louise Relyea and Bob Thompson.
The minutes of the July 1, 1980 were approved as read.
LAKE DOT VILLAS. The City Manager reviewed the request for a Planned Unit
Development by Richard R. Reynolds and suggested if approved, it be with the recom-
mendations he presented in his Memo dated July 31, 1980. Mr. Reynolds presented his
plan for the development which he felt would not only be a service to the Community, but
would be an asset with the improvements to the property. Nick Jones asked to be
excused from the discussion as he was financially involved with the development.
Mr. Eki;ert, a resident asked several questions and expressed a negative feeling for
a Condominium development explaining that it would increase the population in a small
area and therefore cause a traffic problem. He also felt that he should have been
notified when the Broome Street closing was discussed by the City.
Laura Cook moved that the Planned Unit Development as presented be sent to the City
Council along with the recommendations by the City Manager in his Memo dated July 31,
1980, plus the additional recommendation that if there were any Sewer/Lift Station
adjustments needed due to this Development, they would have to be born by the Devel-
oper. The motion was seconded by Mike Conley and after some discussion, the motion
was carried unanimously.
LAKE VIEW VILLAS. The City Manager reviewed the site and the development,
including proper utilities for this single story complex for the elderly. He recom-
mended, if the PUD is approved, it is with the specific recommendations listed in his
memo dated July 31, 1980. Mr. Joe Gardner, representing Condev explained the Villas
will be developed with FmHA funds for retired people, and will be built to the highest
construction standards. There was discussion by the Council and there being no comments
from others present, Nick Jones moved the Planned Unit Development be sent to the
City Council with the recommendations made by the City Manager, George D. Forbes in
his memo dated July 31, 1980. It was seconded by Henry Czech and passed unanimously.
ZONING DISTRICTS. Mr. Forbes told the Commission that letters had been
sent to property owners regarding the possible rezonings discussed in the last meeting
and the Public Hearing was set for September 2nd P & Z Meeting.
REALTORS ZONING WORKSHOP. Mr. Forbes announced he would be hold a Breakfast
Workshop for Realtors to explain the Zoning Ordinance 208-C and requested that all P & Z
members be present if possible. The tentative date was set for Thursday, August 19,
at 8 a.m. in Kimballs Restaurant.
OLD BUSINESS. Mr. Joe Washuta requested clarification on the rezoning
letter he had received, and this was discussed by the Commission.
NEW BUSINESS. Mr. and Mrs Ralph Roane asked the P & Z if a arcel of land

Under New Business, Nick Jones informed the Commission that both he and Jack
Sargent had attended ECFPC and were sitting in on the Rules Committee in preparation
for rewriting the By-Laws.
