MINUTES
PLANNING AND ZONING COMMISSION
• This meeting of the Planning and Zoning Commission was called to order by
the Chairman Ruth Alice Ray, who gave the Invocation, at 7:35 p.m. on
Tuesday, June 3, 1980 in the City Council Chambers.
ROLL CALL. Present: Ruth Alice Ray, Henry Czech, Louise Relyea,
Jack Sargent and Bob Thompson.
Absent: Laura Cook, Nick Jones, Alfred Wilcox, and
Mike Conley.
The minutes of the May 6, 1980 meeting were approved as read.
The minutes of the Special Meeting May 20, 1980 were approved as read.
ZONING ORDINANCE. The City Manager reviewed the Zoning Ordinance
No. 208-C which the City Council adopted at the May 30th meeting with some
minor changes to the P & Z recommendations. He also discussed the Transition
Zone Ordinance and explained that the Bell Ceramics property was changed from
M-1 Industrial to R-3 Multi-Family, and the Blue Goose property was changed
from R-3 Multi-Family to M-1 Industrial. The final adoption of this Ordin-
ance will be at the June 24th Council Meeting.
ROADSIDE SWALES. Mr. Hester was present to explain his request for
swales in the Margaree Gardens Subdivision. The City Attorney and City Manager
pointed out that the consideration of swales was on a general basis and not
specifically pertaining to the Margaree Gardens Subdivision. Mayor Smoak was
present and stated that swales have been working and would do so in certain
geographical locations, providing they were divided properly. Mr. Czech
moved to amend the Subdivision Ordinance to read, "Concrete curb and gutters
shall be constructed on all streets and shall be installed according to the
standard established by the City Engineer. On recommendation of the City
Manager and approval by the City Council, roadside swales may be constructed
according to standards established by the City Engineer (See Appendix B). The
City shall investigate topography, soil conditions, and any deed restrictions
in the consideration of theis request." It was seconded;by Bob'Thon:ps.ori and
carried unanimously.
REVIEW OF CITY ZONING. There was a discussion on the rezoning pro-
posals to be considered which were covered in a memo dated December 6, 1978.
It was the decision of P & Z to conduct a workshop where the members would
drive to the points to be considered before making any suggestions or con-
siderations. The Workshop would be held after a breakfast at 7;~.~ a.m. at
Kimballs on Monday, June 23, 1980. The City Manager pointed out that there
were 29 different areas to be considered for proposed changes. The City
Attorney suggested they see how many people were in the wrong zone and how
many people were not affected with the way property is being used.
