04-01-1980 Meeting• • • • CITY OF CLERMONT MINUTES PLANNING AND ZONING COMMISSION This meeting of the Planning and Zoning Commission was called to order by . Vice Chairman Henry Czech at 7:30 p.m. on Tuesday, May 6, 1980 in the City Council Chambers. ROLL CALL. Present: Henry Czech, Louise Relyea, Laura Cook, Jack Sargent, Mike Conley, Nick Jones and Bob Thompson. Absent: Chairman Ruth Alice Ray. Alfred Wilcox joined the meeting at 7:39 p.m. The minutes of the April 1, 1980 meeting were approved as read. C.U.P.- Lake Highlands Nursing Home. A request for a Conditional Use Permit by the Lake Highlands Nursing Home, located at 151-161 East Minnehaha Ave., Clermont was read by Henry Czech. City Manager George Forbes gave a presentation regardin g considerations the P & Z should take into account before making a decision on this C.U.P. The areas he stressed were: parking, marquee extending into the required front yard set-back, a side- walk constructed to City standards around the Home and Fire Protection. The City Manager expressed the need for such a facility but stated that any addition must be designed to be compatible with the residental development d~ that part of the City. Mr. Rogers then spoke to the need of the expansion and called upon his Architect to show the plans to the Commission. He agreed to cooperate with the Planning Commissions concerns, and assured the Commission that the Building was regularly inspected and passed the fire inspection. There was lengthy discussion on whether the proposed three story building would be desirable at its present location and P & Z members were particularly concerned about the closeness of this large three story building to Minnehaha Ave. and protecting the residential character of this area. Louise Relyea pointed out the need for the expansion and the fact that the time given to the Lakeview Nursing Home by the Hospital Board to get approval and then present the plan was running out. She asked the Commission to have a Work Shop to resolve the problems. Nick Jones felt the building would not be acceptable to the City as designed, and the C.U.P. would not be granted by the Council. He stated that the main question was if there is an alternative to the proposed plans that would fill the needs of the Nursing Home and be acceptable to the City. A discussion followed and then a motion was made by Louise Relyea and second by Laura Cook to table the hearing until the next regular hearing of the • Planning and Zoning Commission, unless something is prepared before that date that would meet the City requirements. Roll Call: AlL present voting"Yea"with the exception of Jack Sargent who stated he voted"Nay"for the lack of discussion. OLD BUSINESS. There was a short discussion on the Transition Zone. It was announced that Nick Jones and Jack Sargent would be attending the Annual Meeting of ECFPC and anyone else interested was invited to attend.
