04-01-1980 Meeting (2) L MINUTES PLANNING & ZONING COMMISSION April 1, 1980 The meeting of the Planning and Zoning Commission was called to order by Chairman Ruth Alice Ray at 7:30 p.m. on Tuesday,. April 1, 1980 in the City Council Chambers. ROLL CALL. Present: Chairman Ray and members Louise Relyea, Laura Cook, Jack Sargent, Mike Conley, Henry Czech, Nick Jones and Bob Thompson. Absent: Alfred Wilcox • The minutes of the March 4, 1980 were approved as amended. TRANSITION ZONE 3. City Manager Forbes reviewed the Land Use Element of the City's Comprehensive Plan. Jake Lucas and Richard Bell were present to explain their position on the Zoning of Tran- sition Zone 3 in which Bell Ceramics is located. Mr. Lucas expressed the need of Bell Ceramics to be Zoned Industrial so that it can remain and continue to be a part of the industrial growth of the City. His intention was to keep the building as a landmark, improving the esthetics by landscaping and permitting our residents to remain in the community by providing employment. Questions were asked by Jack Sargent regarding the intent of the 1969 Transition Zoning. The City Manager Forbes replied that all uses in R-3 Zoning by 1984. There was discussion by the progress of the City. It was pointed out by Mr. move, if they (the Commission) could arrange for loss to the company. Mrs. Relyea expressed that she supports industrial development in the Clermont area, and more effort is needed to~ provide sites for industrial use. The City Manager stated the Comprehen- sive Plan and County Land Use Plan supports industrial growth in Industrial Parks, and the best location for such a Park would be on Highway 50, East of the City Limits. He also expressed the fact that if the Bell Ceramics property were Zoned R-3, it could exist at its present location but could not be expanded. If Zoned Industria?. under the proposed Zoning Revisions, a Conditional Use Permit would be required before any addition could be constructed. This would give the City some controls over any expansion. He explained, you do not Zone for a specific business, but for the type of use of the property. Jack Sargent moved for the Question and the Chairman asked for the vote. Mr. Czech requested the vote be individual and he voted Nay, with the remark that his vote was not personally against Mr. Lucas, or Peter & Richard Bell, but was expressed in his committment to the community. The remaining votes were Aye and the motion carried. ZONING ORDINANCE. The City Manager Forbes discussed the proposed Zoning and Sign Code changes. \ Motion was made by Louise Relyea and seconded by Bob Thompson to send the January 1980 • Zoning and Sign Code Draft to the City Council to be presented before the next City Council meeting.
