12-02-1981 MeetingCITY OF CLERMONT MINUTES JOINT MEETING PLANNING AND ZONING COMMISSION AND PARKS AND RECREATION BOARD December 2, 1981 This combined meeting of the Planning and Zoning Commission and the Parks and Recreation Board was called to order by Parks and Recreation Chairman Bob Wear • at 5:30 p.m. in the City Council Chambers. Roll Call: Attending - Planning and Zoning Commissioners - Henry Czech, Buck Evans, Nick Jones, and Jack Sargent. Absent - Bob Thompson, Louise Relyea and Albert Fogle. Attending - Parks & Recreation Board - Bob Wear, Ed Pauley, Edmund J. Klimas, and Donnie Wilson Absent - Mary Shaw, Arlene Hanks, Adolphus Church, Barrie Rakow, and Don Smith. CITY MANAGER'S REPORT - City Manager George Forbes gave a report on the Arbor Day Celebration which has been set for Saturday, January 16, 1982 at the South Lake Mall. He asked for a volunteer to serve as a coordinator with the Garden Club for this project, and Don Smith was suggested as the best person to fill this role. Mr. Forbes stated that Mr. Smith is presently out of town, but that he would contact him as soon as he returned to Clermont. The City Manager also discussed the Landscaping Classes which will be sponsored by the City and Garden Club in January and February. MEMBERSHIP OF PLANNING AND ZONING COMMISSION. The City Manager explained that new appointments to the Planning and Zoning Commission will be made in January of 1982. He explained to the members that all persons with terms expiring in 1982 who wished to continue serving on the Planning and Zoning Commission should prepare a letter to the City Council stating their desire to serve. PARKS AND RECREATION PRIORITIES. Chairman Wear reported on his meeting with County Commissioner Smoak regarding the possibility of the County sharing in the responsibility for Parks and Recreation services. Mr. Wear explained the fact that many users of the Clermont facilities are non-residents of the City, and that these were the persons overcrowding our facilities. He stated that Mr. Smoak was very sympathetic to the City's needs, but he felt that many more citizens would have to make this problem known to the County Commission before any action would be taken. Chairman Wear asked all the members present about their long-range Parks and Recreation priorities. Jack Sargent stated that he believed that the main priorities of the City in Parks and Recreation planning should be: 1. Acquire land for an outdoor/indoor recreation complex to include a ~,\L swimming pool. 2. Support the Tourist Tax so that a complex could be built for a gym and crafts near Jenkins Auditorium. 3. Inventory City and County land for future parks. 4. Acquire land for parks in the Clermont area. Donnie Wilson stated that he felt the main priority of the City should be to construct a recreation complex which would include a pool, space for recreation classes, Jazzercize, sewing,a gymnasium, and a track for jogging. He believed that a central recreation complex to the City was very important. Ed Klimas also stated that he felt that some kind of indoor/outdoor recreation complex, and especially a pool was very important for our City. CITY OF CLERMONT Page 2 MINUTES Joint Meeting P & Z, P & R - December 2, 1981 Dr. Ed Pauley stated that he had five (5) priorities which could be divided into two (2) parts, long range and short range. His short range priorities were: 1. Racquet ball and hand ball courts. 2. Upgrading the Jaycee Beach area to include enlarging the basketball court, badminton and volley ball area, and improving the boat ramp facilities. 3. Construct an adult softball field. Under long range projects, Dr. Pauley believed that enlarging Jaycee Beach to include the area with the railroad tracks was important. The second long range priority was a large, outdoor complex. Chairman Wear stated that he had some concerns over the recommendation of con- structing new facilities, when he believed that our first priority should be upgrading our existing facilities. He suggested that before any final action be taken on these priorities, that a Workshop be held to review City properties and potential recreation sites. It was suggested that this Workshop should be held on Saturday, December 12, 1981 at 9:00 a. m. We will meet at the City Council Chambers and review potential recreational sites.
