09-01-1981 Meeting C1TY OF CLERiIIONT PLANNING AND ZONING MINUTES September 1, 1981 This meeting of the Planning and Zoning Commission was called to order by Vice Chairman Henry Czech at 7:30 p.m. on Tuesday, September 1, 1981 in the City Council Chambers. The invocation was presented by Jack Sargent. ROLL CALL. Present: Ann Ritch, Adelbert Evans, Bob Thompson, Vice • Chairman Czech, Louise Relyea, Nick Jones, and Jack Sargent. Absent: Chairman Ruth Alice Ray and Albert Fogle. MINUTES of the previous meeting were approved. CONDITIONAL USE PERMIT. Joe G. Washuta (ABC Angelic Brood Control) requested a Conditional Use Permit to establish two apartments above stores on Lot 13, Block 81 in the Central Business District, where apartments require a CUP. The apartments will meet all building regulations. It was recommended by the City Manager that the following conditions be stipulated if this request is granted: 1. The entire rear width of the lot and the driveway at the rear of the store be paved with asphalt. 2. Only two apartments shall be established. 3. Any further construction or expansion must be approved by a CUP. 4. All applicable rules and regulations must be met. 5. A Certificate of Occupancy for the above development shall not be issued until all of the above conditions are met. 6. This permit shall expire if construction has not begun within one year of the date of this Conditional Use Permit. It was moved and seconded that the City Manager contact other property owners adjacent to the property in question about paving their rear yards and drive- ways, going through Council if necessary. The motion passed unanimously. Matthews Rice, a citizen attending the meeting, asked about runoff from the paved areas, and was assured that the paving would be an improvement over the washouts which occur at the present time. It was moved and seconded that it be recommended to City Council that the CUP be granted with the above recommendations of the City Manager. The motion passed unanimously. CONDITIONAL USE PERMIT. South Lake Memorial Hospital requested a Conditional Use Permit to establish a meeting center and offices for the Pink Ladies Auxiliary in the residence on the south 100 feet of Lots 14, 15, and 16, Block 75 of the City Blocks. Mary Ellen Tucker spoke for the Hospital and stated that the following conditions, suggested by the City Manager, are acceptable to the Hospital. 1. The property shall be used only for the operation of the Hospital Pink Ladies Auxiliary. No other business operation can be con- ducted from the building. This CUP is not transferable to any other use. 2. Parking for this building will be located in the Hospital's upper parking lot. 3. If, at a future date, the parking at this location proves inad- equate, the applicant understands and agrees that the City may repeal this Conditional Use Permit. This use shall not create any traffic congestion problems on Seventh or Juniata Streets. • • CITY OF CLERMONT PLANNING AND ZONING MINUTES September 1, 1981 Page two 4. A Certificate of Occupancy for the above development shall not be issued until all of the above conditions have been met. After a discussion about access to the Hospital's parking lot, it was moved and seconded that it be recommended to Council that the CUP be granted subject to the above conditions. Nick Jones stated a possible conflict of interest and that he would refrain from voting. The motion passed unanimously, with Mr. Jones abstaining. LAKE MINNEOLA - LAKE SHORE DRIVE PARK DEVELOPMENT. A discussion was held about a possible long-range plan for realigning State Road 561 through Clermont, and then relocating Lake Minneola Drive onto the old Tavares and Gulf right-of-way, if the right-of-way would be available to the City. The area could then be developed as parkland and possibly a cottage-industry shopping area. After much discussion, Mr. Sargent recommended that the Real Estate Department of the Seaboard Coast Line be contacted to make known the City's desire to have right of first refusal, in the event that the land becomes available. He also suggested that the area to be so utilized be broadened to reach from City line to City line.
