05-05-1981 Meeting• CITY OF CLERMONT PLANNING AND ZONING MINUTES May 5, 1981 This meeting of the Planning and Zoning Commission was called to order by Chairman Ruth Alice Ray at 7:32 p.m. on Tuesday, May 5, 1981 in the City Council Chambers. The Invocation was given by Chairman Ray. ROLL CALL. Present: Chairman Ruth Alice Ray, Vice Chairman Henry Czech, Louise Relyea, Jack Sargent, Bob Thompson, Adelbert Evans, Nick Jones, and Albert Fogle. Absent: None. MINUTES of the previous meeting were read and approved. REPORT ON CITY WATER AND SEWER SYSTEM. City Manager George Forbes introduced Clermont Utilities Director Preston Davis, who presented information concerning the water moratorium recently imposed. He then discussed planned improvements to the system, including the new storage tank at Bloxam and Highland Avenues, which will contain a sat- ellite fire station. Mr. Davis also reported on the City waste treat- ment facilities and landspreading alternatives. PLANNING AND ZONING APPLICATIONS. City Manager George Forbes announced that the City would ask for applications from people inter- ested in filling the opening on the P & Z Board caused by the resignation of Laura Cook. SIDEWALK ON EAST AVENUE AND NEWSLETTER. In answer to a question by Ruth Alice Ray, Mr. Forbes stated that sidewalks on East Avenue will be completed after water lines are installed. He also mentioned that a City of Clermont Newsletter asking for citizens' comments on methods of garbage pick-up is available at City Hall. OFF-STREET PARKING REGULATIONS. In response to citizen com- plaints, a discussion of off-street parking ordinances was held. It was pointed out that the number of cars parked at a residence is not re- stricted, but that recreational vehicles must be parked behind the re- quired building setback line. A concerned citizen was in attendance, and Mr. Forbes assured him that he would contact the owner of the prop- erty in question, investigate on a regular basis for any violation of the City Code, and ask the City Attorney what options the City has in this case. OMBUDSMAN COMMITTEE. Nick Jones suggested the formation of an Ombudsman Committee to investigate complaints until guidelines are forthcoming for Code Enforcement Boards giving them powers to enforce municipal ordinances. FUTURE PLANNING. Jack Sargent urged that an alternate route be developed to ease traffic problems on Lake Shore Drive, particularly between Hook Street and Harder Road.
