~; regular meeting of the Clermont Planning Commission
was held in the Administration Building on Wednesday, April 4,
1962.
The meeting was called to order at 7:30 P.M. by Commission
Chairman F. B. Innis, with the following members present: Martin
Winther, Forrest Colegrove, Charles Root, Frank Bakeman, Mrs.
Juliet Carrington and Mrs. Mollie VanNostrand.
Motion was made by Mrs. Carrington, seconded by Mr. Winther
and unanimously carried, that the Minutes of the meeting held on
March 1, 1962, be approved.
Chairman Innis stated that he had failed to appoint a Com-
mittee to make a study of the City Charter with possible recom-
mendations for amendments, and was therefore appointing the follo-
wing named persons on such a ~omL2ittee: Mrs. VanNostrand, Mrs.
Carrington, Mr. Root, and Mr. Hoskinson. City Attorney Morse and
State Representative Daniel, were also appointed to the Committee
in an advisory capacity.
Mr. Bakeman, Chairman of the "Budget and Finance" Committee,
reported that considerable more information was needed before his
Committee would be able to make any projection of future growth,
revenues and maximum taxing potentiality of the City.
Chairman Innis stated that he hoped to arrange a meeting with
Mr. Albert of the Orlando Zoning Commission on Wednesday, April 10,
1962, in order that he might better understand the exact type of
land-use map needed by the City. Mr. Innis extended an invitation
to other members of the Commission to accompany him, and several
accepted.
Mr. Colegrove, Chairman of the "Zoning Matters" Committee,
reported that the City Zoning Commission had made certain recom-
~endations to the City Council pertaining to zoning.
Mr. Root, Chairman of the "Fire Department Building" Com-
mittee reported that his Committee was not ready to make any re-
commendations at this time. A general discussion on this matter
followed, with the property directly east of the Police Station,
and the property on the south-east corner of the intersection of
Minneola Avenue and 8th Street,being mentioned as possible sites
for the location of a building.
Mrs. Carrington, Chairman of the "Sewerage Disposal System"
Committee, reported little progress could be made on this matter
until the land-use map was completed. A general discussion follo-
wed and Mr. Martin Winther was most optomistic regarding ~zhe possi-
bilities. Mr. Winther was of the opinion that a sewerage system
could be installed in Clermont without a per foot property assess-
ment for mains, and, without any connection fee.
Mr. Winther, Chairman of the "Community Building" Committee,
reported that no recommendations would be made at this time. In the
general discussion which followed, several possible locations far
the building were mentioned.
Nir. Wakeman suggested that each Commission member make a list
of suggested items which the Commission should consider, and that
from such suggestions, the Planning Commission establish a program
of basic plans.
Motion by Mr. ~linther, seconded by Mr. Colegrove and unani-
mously carried, that meeting adjourn.

A joint meeting of the Zoning Commission, the Planning
Commission, City officials and representatives of civic
organizations was held in the Florida Power Lounge on Wednesday,
March 28, 1962.
The meeting was called to order at 7:30 P. M. by
Mr. Frank Bakeman with City Clerk Johnson as Recording Secretary.
Those present were: Council members Pool, Turville, York,
and Boyd; Zoning Board members, Winther, Colegrove, Pool,
Wolstencroft and Brinkerhoff; Planning Commission members,
Bakeman, Innis, Pool, Colegrove, Winther, Mrs. Van Nostrand,
Mrs. Carrington; Mr. Jost, representing the Kiwanis Club;
Col. Van Nostrand, representing the Home Owners Civic
Improvement Association; and Mrs. Rosemary Young, Messrs.
Englund and Sward. Guest speakers were Mr. Newsome, a former
Planning Board member in Orlando and present Councilman of
that city; Mr. Albert, Chairman of the Orlando Planning
Commission; and Messrs. Goedde and Wheeler of Florida Power
Corporation.

Chairman Bakeman extended a welcome to those present
and introduced Mr. Newsome.
Mr. Newsome spoke on the necessity of adequate planning
for municipalities and at the conclusion of his short talk
he introduced Mr. Albert.
Mr. Albert explained the general procedure for municipal
planning and gave a brief history of planning in Orlando.
Mr. Colegrove introduced Messrs. Goedde. and Wheeler
of Florida Power Corporation who also spoke on the necessity
for municipal planning.
At the conclusion of the talks the meeting was thrown
open for questions and in reply to questions numerous phases
of planning was discussed.
At the conclusion of the question and discussion period
Mr. Bakeman thanked the guests for attending the meeting.
