WORKSHOP MEETING
March 7. 1985
A workshop meeting of the Planning and Zoning Commission was called
to order in the City Hall Conference Room on Thursday, March 7, 1985
by Chairman John Sargent at 4:15 p.m.

McKinney, Buddy Rogers and John Sargent. Also attending was City
Manager George Forbes. Absent members were Don Beal, Nick Jones,
James Shepherd and Bob Thompson.
Mr. Evans asked to make some comments on the Future Land Use Element
and referred to the following sections, which he believes are par-
ticularly important.
Purpose
[Second paragraph] The most important criteria for each listed
district are included under the heading "permitted land uses."
Before any development can be approved by the City of Clermont, it
should be directly compatible with the type of land use allowed in
the particular district.
[Third paragraph, last sentence] The actual design of the devel-
opment should be generally compatible with these criteria.
Relation to other plan elements
[Second paragraph, second sentence] Particular attention should be
given to the conservation and transportation elements of the Compre-
hensive Plan.
[Fourth sentence] The City might choose t

LAND USE CRITERIA
Established Districts

A historically stable contiguous area of residential development
and directly associated land uses in which new development would
be strictly limited to those land uses that are directly compat-
ible with the existing character of the district.
• Established Business District (EBD)
[Second sentence] Criteria for development in these districts
would address improvement and maintenance of the existing
business character.
Developing Districts
Non-established District (NED)
[Second sentence] Criteria established for this district would
allow an orderly and desired change in the existing land use
through controlled new development and/or renovation of existing
development.

The Non-established District (NED) of the proposed land use map was
then reviewed. The use of the words Non-established District was
discussed and it was pointed out that this term is confusing, but it
~s better than calling it a Transition Zone which the Planning
ouncil first proposed as a name for this district. Mr. Sargent
pointed out that the term NED means a hodgepodge of uses that already
exist, and should not be confused with Undeveloped District which is
another part of the Land Use Map.
There was also much discussion of the wording used to describe density.
The consensus of those present was to use the following wording for
all districts (including ERDs): "New residential development will be
limited to a maximum density of [number of units] dwelling units per
acre."
Each NED was then carefully reviewed and the following revisions made.
NON-ESTABLISHED DISTRICT 1
NED-1
The map representation of this district was altered to include a
parcel east of Emerald Lakes Mobile Home Park.
Permitted Land Uses:
3) Eliminated
NON-ESTABLISHED DISTRICT 2
NED-2
Density:
4) New residential development will be limited to a maximum density
of 8 dwelling units per acre.
Note: Preservation of historical homes encouraged.
NON-ESTABLISHED DISTRICT 3
NED-3
The map representation of this district was altered by the addition
of the south half of Block 60, except Lots 7 and 8; Blocks 27 and 45;
and the Ella Vista Heights Subdivision.
Permitted Land Uses:

5) Multi-family and residential development limited to a maximum
density of 8 units per acre.
6) (Formerly #5)
NON-ESTABLISHED DISTRICT 4
NED-4
The map representation of this district was altered by the removal of
Block "N", bounded by Pitt Street, Bloxam Avenue, Desoto Street and
the east boundary of Block "N". This section was designated Undevel-
oped District 3 (UD-3).

Also removed from NED-4 was a parcel bounded by Pitt Street, the
northerly extension of Millholland Street, Highland Avenue and the
westerly right-of-way of US27. This segment was added to Established
.Business District 2 (EBD-2).
Note: (Add) Existing light commercial uses should not be expanded.

4) New residential development will be limited to a maximum density
of 8 dwelling units per acre.
NON-ESTABLISHED DISTRICT 6

Note: (Add) Wetlands should be preserved.
