RESOLUTION NO. 1619
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CLERMONT, LAKE COUNTY, FLORIDA, ADOPTING
THE EVALUATION AND APPRAISAL REPORT PERTAINING TO THE
CITY'S COMPREHENSIVE PLAN AND AUTHORIZING
TRANSMITTAL OF THE REPORT TO THE DEPARTMENT OF
COMMUNITY AFFAIRS.
WHEREAS, Chapter 163.3191, Florida Statutes, requires local governments to prepare
an Evaluation and Appraisal Report; and
WHEREAS, the City of Clermont is required to adopt and submit its Evaluation and
Appraisal Report to the Florida Department of Community Affairs by September 1, 2009; and
WHEREAS, in preparation for the writing of the Evaluation and Appraisal Report, the
City of Clermont held a visioning workshop with the community on April 3, 2008; and
WHEREAS, the City identified the major local planning issue as Encouraging Economic
Growth While Allowing for the Preservation of the City's Character and Natural Assets; and
WHEREAS, the City also held a required agency scoping meeting on May 19, 2008 and
received comments from reviewing agencies and adjacent local governments; and
WHEREAS, the City sent the Florida Department of Community Affairs a request for a
Letter of Understanding, including the scope of work that would be addressed in the Evaluation
and Appraisal Report, on July 30, 2008; and
WHEREAS, the Florida Department of Community Affairs sent its Letter of
Understanding to the City on September 15, 2008, acknowledging the department's
understanding of the major issue identified by the City and including suggestions for items to be
addressed in the discussion of the major issue; and
WHEREAS, the City Council of the City of Clermont on June 23, 2009 adopted by
Ordinance 621-M a complete rewrite of the City's comprehensive plan, including updated data
and analysis, in preparation for the adoption of the Evaluation and Appraisal Report; and
WHEREAS, the Planning and Zoning Commission, in its role as the Local Planning
Agency, on July 7, 2009 held a public hearing and reviewed an amendment to the comprehensive
plan that incorporated the required water supply facilities work plan into the comprehensive plan
as an appendix to the Potable Water Element; and
WHEREAS, the City Council of the City of Clermont held a public hearing August 25,
2009 and approved for transmittal the proposed comprehensive plan amendment that
incorporated the required water supply facilities work plan into the comprehensive plan as an
appendix to the Potable Water Element; and

WHEREAS, the Planning and Zoning Commission, in its role as the Local Planning
Agency, reviewed the Evaluation and Appraisal Report for the adopted comprehensive plan on
August 4, 2009 and recommended its approval to the City Council; and
WHEREAS, the City Council of the City of Clermont after a public hearing, adopted by
resolution the Evaluation and Appraisal Report on August 25, 2009;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Clermont, Lake County, Florida that the Evaluation and Appraisal Report is adopted and
approved and shall be submitted to the Florida Department of Community Affairs.
