2010-04GatorSktch architects, incorporated January 13, 2010 Mr. Wayne Saunders, City Manager City of Clermont PO Box 120219 Clermont, FL 34712-0219 RE: PROPOSAL FOR ARCHITECTURAL SERVICES Design Development -Construction Phase Services for the Waterfront Pavilion Dear Mr. Saunders, Thank you for the opportunity to work with you and your staff on this project. Based on the approval from the Council on December 8"' of the Schematic design and staff's comments, I am pleased to offer this proposal for your approval: SCOPE OF SERVICES GatorSktch Architects shall use the approved Schematic Design of the Waterfront Pavilion and meeting space to start Design Development, Construction Documents for the first phase of this project. The second phase will include permitting, and Construction Phase services. The design development phase will include two meetings with staff and one Council work shop. The construction phase process will include a 60% review of the building and site review, 90% review of the building and final site review. The original scope of the project changed from a renovation of the existing Highlander Hut to designing a new meeting area that connects with the Waterfront Pavilion and shares common corridor and restroom area. A court yard area adjoining the meeting space was added to the scope. Schematic Design produced the following Scope: Water Front Pavilion: GatorSktch Architects will develop construction documents based on the approved schematic building design and project program. Our Acoustical Engineer review the final schematic and make recommendations to the ceiling details to achieve the best possible acoustics with this building design. Our AN consultant will assist in the design for the necessary back bone wiring for lighting and sound. The pavilion will include a performance stage, storage under the front 10' of the stage, seating for 300 people in chairs, and an exterior rest room facility. Meeting Space: GatorSktch Architects will develop construction documents based on the approved schematic building design and project program. This new space will include enough open space to hold a meeting with 120 occupants, This space will be able to be subdivided, there is storage space for chairs and tables, mechanical and electrical spaces and restrooms which are shared with the backstage area of the pavilion. Water Front Park: This area was included in the schematic design but is not included in this scope. PHASE ONE DESIGN DEVELOPMENT AND DOCUMENTATION: A. In the Design Development Phase, the purpose is to "fix and describe the size and character of the entire project", once the schematic design concept documents have been approved by the Owner. The drawings are prepared by the Architect in more detail to illustrate all aspects of the proposed design of the project. B. Sections through the building are drawn to show typical fire ratings, tenant separations, egress and construction. C. As part of this phase of service, the architect will prepare color presentations of the project, including overall building floor plans, and exterior elevations, for final approval. Upon final approval any changes will incur an hourly fee or negotiated fee. CONSTRUCTION DOCUMENTATION PREPARATION: Based on written approval of the Design Development Documents, the Architect shall proceed with the preparation of the Construction Documents. A. The Architect shall prepare detailed drawings and specifications for the construction of the project, upon which the Contractor will establish the construction cost. These documents will be used for actual construction. This period in the project's development is usually a time of less client involvement, since it is the technical elaboration of ideas developed during earlier phases. However, periodic communication and contact to review the progress and answer any questions are in order. B. At the completion of this phase, you wilt have complete working drawings and specifications ready for final negotiating with the general contractor, ready for submission for a building permit and ready for the construction of your project. C. GatorSktch Architects will furnish to the owner review sets at 50% and 90% stages for written approval. PHASE TWO PERMITTING SERVICES: 1. GatorSktch Architects, Inc. will submit for the Owner the necessary documents to acquire Site Plan approval from Zoning, and submit and address any comments during the Building Department review process. It is anticipated that once the project has been sent out for bidding, or a Contractor has been selected, the Architect shall have satisfied the applicable and necessary requirements for a Page 3 building permit. The selected Contractor will be required to complete some minor, although necessary requirements for the local building authorities. Our compensation does not include any fees imposed by authorities having jurisdiction over the project. CONSTRUCTION PROCUREMENT SERVICES: The next step is to choose the right firm who can convert the construction documents into a building. This project is to be competitively bid; the Architect will assist the Owner during the bidding process and provide a recommendation of the responsive bidders. CONTRACT ADMINISTRATION SERVICES: With the signing of the Construction Agreement with your contractor, the final chapter begins: the construction of fur project. During construction, our role is to act as your agent, administering the Construction Contract. 1. General Administration: Assist the Owner with processing change orders, field orders, and general problem solving. 2. Evaluations of the Work: The Architect and the Architect's consultants will visit the site at intervals appropriate to the stage of Contractor's operations, to become generally familiar with the progress of the Work to keep the Owner informed about progress and quality of the Work, and to monitor compliance with the Construction Documents. Included in this proposal are a total of five (5) construction site visits. Additional site visits and/or project meetings which may be requested by the Owner will be billed at the hourly rates listed below, with prior approval by the Owner. 3. Certification of Payments to Contractor: The Architect will review the Contractor's applications for payment and shall issue Certificates of Payment in such amounts, based on the Architect's site observations and administration activities. 4. Submittals: The Architect and the Architect's consultants shall review and approve, or take appropriate action upon Contractor's submittals such as shop drawings, product data and samples, but only for the limited purpose of checking for conformance with the design concept expressed by the Drawings and Specifications. 5. Changes in the Work: The Architect shall prepare change orders and issue clarifications to the documents for the Owner's approval and execution in accordance with the Contract Documents. 6. Proiect Completion: The Architect shall visit the project site to determine both Substantial Completion and Final Completion, to aid the Owner in occupying and using the facility. Page 4 ADDITIONAL SERVICES: Additional services shall be provided, with prior approval of the Owner, per the on-call Architect contract hourly rate schedule included in this proposal. BASIS OF COMPENSATION Basic Services: The basis for compensation is a stipulated sum, based on the scope of work defined herein and based upon an average degree of design and construction quality required by the Owner. Architectural and En ing Bering Services: A. Design Development $ 22,800.00 B. Construction Documents $ 38,000.00 C. Permitting $ 3,800.00 D. Construction Phase Services $ 11,400.00 Total -Architectural and Engineering Services $ 76,000.00 Supplemental Services: Hourly Rates for Additional Services: (with written prior approval from Owner) A. Principal Architect $ 150.00 per hour B. Project Architect $ 120.00 per hour C. Administrative/Field Architect $ 110.00 per hour D. Design Architect $ 85.00 per hour E. Technical Drafting $ 65.00 per hour F. Clerical Time $ 50.00 per hour G. QUALIFICATIONS Fees quoted herein are presented with the following qualifications: 1. Sales tax on professional services, if imposed by Florida state authorities, shall be in addition to the professional fees stated herein. 2. This will be a continuation of our existing Schematic Design Contract for the Water Front Pavilion. 3. This proposal includes the services of architects, structural engineers, mechanical engineers, acoustical engineers, and A/V consultants. Your concurrence and return of this Agreement for Professional Services will constitute a contract between us and also serve as a "Notice to Proceed."
