We thank you for the opportunity to provide this proposal for transportation planning services requested
by the City of Clermont. Our proposal is based on our meeting with you and the similar services we
performed for the City of Palm Coast.
SCOPE OF SERVICES
CPH Engineers, Inc. (CPH) will prepare a Transportation Improvement Plan (TlP) for City of Clermont
(the City) which will provide the City a tool to track necessary roadway improvements, completed
roadway improvements, and to maximize the roadway improvements throughout the City based on the
yearly budget.
CPH will prepare for the northwest quarter of the City an overall spreadsheet containing the City's
roadways, in alphabetical order, with the following information: Street Name, Limits of Roadway (and
whether it includes or excludes the full intersection), Overall Length, Width, Number of Lanes, Roadway
Condition, Number of Complaints, Bus or Emergency Route, type of improvement(s), and an Engineer's
Cost Estimate to complete the roadway improvements. The overall condition of the roadway and a
description of the required improvements is to be provided by the City. If requested, CPH will prepare a
proposal or amendment that contains the scope, fee, and schedule required to complete a roadway
condition analysis.
CPH will evaluate and prioritize the roadways based on the engineer's cost estimate, the City's available
budget, and the roadway conditions to maximize the miles of roadway scheduled for improvements. The
Engineers Cost Estimate will include overlay andlor the cost to mill & resurface the roadway. Additional
improvements such as sidewalks, curbs, drainage improvements, and other necessary improvements to
repair the roadway will be included based on the roadway condition reports provided by the City.
CPH will provide the City an overall interactive map in ESRI ArcView GIS as well as an AutoCAD
drawing to accompany the spreadsheet. The map will enable the City to see which roadways are
scheduled for improvement in the current year, which roadways are scheduled for future years, and which
roadways have been completed. The digital map data will also allow for selection of individual streets or
street segments, enabling the user to display the associated record data for the selected segment or
segments.
The following services are not anticipated nor included with the Transportation Improvement Plan, and
therefore, not included in this Agreement at this time:
• Roadway analysis and design
Engineers • Surveyors • Architects (AA26000426) • Planners • Landscape Architects • Environmental Scientists • Construction Management • Design/Build
• Traffic studies or traffic engineering services
• Stormwater analysis and design.
• Utility analysis and design
• Surveying services
• Electrical or Structural Engineering services
• Landscape design services
• Construction Administration or Construction Engineering and Inspection (CEI) services
• Expert witness for litigation.
• Permitting
• Change Order preparation.
• Special meetings with agencies or other consultants not normally required to perform the work
described in the Scope of Services.
• Design of hardscape features including but not limited to structures, fountains, special paving, or
signage
• Services resulting from changes made by CITY following the completion of specific project tasks
that require re-work by CPH
• Any other issues not specifically described in this proposal
Should work be required in any of these areas, or areas not previously described, CPH will prepare a
proposal or amendment that contains the Scope of Services, fee, and schedule required to complete the
additional work item.
FEES
This work order will be performed and billed as a Lump Sum service. The following is the break down of
fees for each task. Billing will be based on the percent complete for each phase as agreed to by the City.
