RESOLUTION
NO. 708
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLERMONT,
LAKE COUNTY, FLORIDA, URGING OUR ELECTED STATE OFFICIALS
TO SUPPORT THE ENACTMENT OF BLUE BELT LEGISLATION; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Florida Constitution, Article VII, Finance and
Taxation, Section 4, was amended (the Blue Belt Amendment) in the
1988 General Election to read as follows:
By general law regulations shall be prescribed which
shall secure a just valuation of all property for ad
valorem taxation, provided:
(a) Agricultural land, land producing
high water recharge to Florida's
aquifers or land used exclusively
for non-commercial, recreational
purposes may be classified by
general law and assessed solely on
the basis of character or use.
(Emphasis added); and
WHEREAS, the purpose of the Blue Belt Amendment is to provide
incentives to help recharge Florida's dangerously depleted
aquifers; and
WHEREAS, the Florida Legislature has not yet enacted Blue Belt
Legislation which would permit "land producing high water recharge
to Florida's aquifers" to be taxed at a lower just valuation,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CLERMONT, LAKE COUNTY, FLORIDA:
1. That the City Council of the City of Clermont,
Florida, calls upon the Florida Legislature to
enact Blue Belt Legislation similar to the
Green Belt Legislation which allows
agricultural lands to be taxed at a lower just
valuation as provided for in the Florida
Constitution.
2. That a copy of this Resolution shall be sent
to Governor Lawton Chiles, Senator Richard
Langley, Representative Everett Kelly and
Representative Stan Bainter. In addition,
copies shall be sent to the Board of County
Commissioners of Lake County, municipalities
in Lake County, and the Lake County League of
Cities requesting support in this matter.

3. This Resolution shall take effect upon
adoption.
