CorIE: appeared before the Council, representing the Cooper Memorial Library Association, a non - profit corporation that has been and is now operating Cooper Memorial Library for the City of Clermont, and stated as follows: That the said library association had found it necessary to the continued service of said library to the community that the building in which the same is now being operated, be enlarged by constructing an addition to the same, and that other lands should be acquired to give more room for increasing the facilities of said library, and to that end that the association had raised by public subscription and by gifts, approximately $6,500.00, and had contracted for the erection of addition to the library building to cost approximately $10,000.00, and had purchased additional lands, to-wit: The West 10 feet of the East 110 feet of Lot 6 and the West 50 feet of Lot 5 in Block 76 in the City of Clermont, as.the same is represented on the Official Map of said City; and had paid $300.00 for the purchase of said property and caused the same to be conveyed to the City of Clermont. That in order to raise the additional funds with which KI to complete the enlargement of the library building aforesaid, it would be necessary to borrow the sum of $3,500.00, and that Mrs. Louise Arnett had offered to loan said funds to Cooper Memorial Library Association to be payable on or before five (5) years from date of such loan, with interest from date at the rate of three percent (3 %) per annum, payable semi - annually, and had requested that in order to secure such loan, the library association acquire title to the lands upon which said library is located and make to the said Mrs. Louise Arnett its note for such loan, secured by mortgage of said premises, and that after such loan had been ne- gotiated and the building completed, the library association would reconvey said property to the City of Clermont, subject to the lien of the mortgage thus created, and that the library association would undertake to pay said mortgage debt with in- terest in accordance with the terms of the said note and mortgage. Upon consideration of the statement made by the rep- resentatives of Cooper Memorial Library Association, and the proposition contained therein, the City Council upon motion duly made and seconded, unanimously resolved as follows: A. That the City of Clermont does accept the proposition made by the Cooper Memorial Library Association and endorse the action taken by that association in increasing the area of the lands owned by the City for the use of said library and for increasing the size of the building thereon, and on behalf of the people S the City of Clermont, the City Council did express to said Cooper Memorial Library Association, its gratitude and thanks for the in- terest and constructive work being done by said association in tie promotion of the cultural development of the community. B. That the City of Clermont, by its Council regularly assembled, does hereby set apart for the exclusive use of Cooper Memorial Library, the following lands now owned by the City of Clermat, to -wit: All of Lot 20 and the West 50 feet of Lots 5 and 6 in Block 76 in the City of Clermont, as the same is represented on the Official Map of the City of Clermont, duly recorded in Plat Book 8, pages 17 to 23, inclusive, public rec- ords of Lake County, Florida; the same to be and continue for the sole and exclusive use of Cooper Memorial Library for the use of the City of Clermont and its inhabitants. C. That the Mayor and City Clerk of the City of Clermont are hereby authorized and directed to make, execute and deliver a deed of conveyance conveying said premises unto Cooper Memorial Library Association, a non - profit corporation of Lake County, Florida, the above described lands in fee simple, and that the said 4a i library association is hereby authorized and directed to ex- ecute and deliver to Mrs. Louise Arnett a mortgage of said premises to secure the payment of a sum of money not to exceed $4,000.00, to be loaned by the said Mrs. Louise Arnett to Cooper Memorial Library Association upon the terms hereinbefore set forth. D. That upon the completion of said library building, the Cooper Memorial Library Association do reconvey said premises to the City of Clermont, subject to the lien of the mortgage thus made, and that the City of Clermont do then enter into a contract or agreement with Cooper Memorial Library Association turning over to it for operation, all of the physical properties, con- sisting of land, buildings, books, furniture, fixtures and equip- ment to be operated by said Cooper Memorial Library Association for a period of fifteen (15 ) years, with the right of renewal of such contract or agreement for additional period of fifteen (15) years, upon condition that the said library association do fully perform and carry out all obligations assumed by it in and by such agreement.
