The undersigned further agre2s to execute the Contract within 10 calendar days after the date on which the notice of award has been given, and to fully complete all necessary work under the same within not more than ~~ calendar days after execution of the' Contract. LOCATION: City of Clermont, Florida, streets generally located in Central Business District. B. BIDS: Bids of the proposed work will be received by the City of .Clermont; Florida up to 2:00 P.M. on Thursday, 1977. Note on outside of envelope "Sealed Bid for Heater Planing". C. PLANS: Plans consisting of a location map accompany these specifications and form a part thereof. D. INSPECTION: All, work to be performed under the specifications will be under the general supervision of and inspected by the City of Clermont, Florida, Community Services Department. E. PLANS: Plans and specifications will be open to inspection and can be obtained at the City of Clermont City Hall, #1 West Gate Plaza, Clermont, Florida. F. AUTHORITY OF THE DIRECTOR: All work shall be done under the supervlslon of the Director of Community Services and performed to his satisfaction. The Director shall decide all questions, difficulties, and disputes, of whatever nature which ever may arise relative to the interpretation of the plans, construction, prosecution and fulfillment of the contract. 11 III G. AUTHORITY AND DUTIES OF INSPECTORS: The Director may appoint inspectors and representatives as he desires. They shall be authorized to inspect all work done and all materials furnished. Such inspection may extend to all or any part of the work and to the preparation, fabrication, or manufacture of materials to be used. The inspectors are authorized to call to the attention of the Contractor any failure of the work or materials to conform to the specifications and con- tract, and shall have the authority to reject materials or suspend work until any questions at issue can be referred to and decided by the Director. They shall not be authorized to revoke, alter, or waive and require- ments qf the specifications. The presence of the inspec- tor shall in.no way lessen the responsibility of the Contractor. ~~ H. ESTIMATED QUANTITIES: City of Clermont, Florida reserves the right to add or delete 20% of the estimated quantity of work to be accomplished, at the same unit price. I. RELEASE OF LIEN: On completion of work, prior to final payment, a release of lien in the format as shown on page Sa shall be duly executed. SCOPE: The scope of the work includes furnishing all labor, equipment, tools, materials, and incidentals necessary to complete the work in accordance with these specifications and the plans thereof, complete in all respects and ready for use. . B. BOND: The Contractor shall furnish a surety bond or cashier's check rn-an amount at least equal to one hundred percent (100%) of the contract price as security for the faithful performance of this contract and for the payment of all persons performing labor and furnishing material on the project under this contract, and shall indemnify and save harmless said City of Clermont against and from all costs, expenses, damages, injury or conduct, want of care or skill, negligence or default, including patent infringement on the part of said principal, agents, or employees, in the execution or performance of said contract. The surety on such bond shall be a duly authorized surety company listed in the latest issue of the U.S. Treasury Department.list of approved sureties. C. INSURANCE: The Contractor shall not start work on this project until he furnished proof satisfactory to the City of Clermont, Florida that he has obtained all necessary Workmen's Compensation, Public Liability, Property Damage and/or other insurance as may be required by local, state, and federal laws and regulations. D. SALES TAX; The Contractor shall include in his bid, and shall pay, all Florida State sales tax in accordance with existing laws and regulations. E. LAYOUT OF WORK: The Contractor shall perform and be responsible for all layout work in connection with the project. The City of Clermont, Florida will consult with the Contractor on the layout of the project, at the Contractor's request, F. DEVIATIONS: Any deviations from these specifications must be approved by the City of Clermont, Florida in advance. If any increase in' cost is involved, such increase must be approved by the Director, in writing, before the work is undertaken. G. COORDINATION OF PLANS AND SPECIFICATIONS: The plans and specifications and any supplementary documents, are essential parts of this contract. Any item shown on the plans shall be considered as included in the specifications, whether specifically mentioned therein or not, and vice versa. Any errors or omissions as to standards of work in the plans and specifications shall in no way relieve the Contractor of the obli- gation to furnish a first-class job in accordance with best standard practice. 6 H. CONSTRUCTION SCHEDULE: Immediately after execution and delivery of the contract, the Contractor shall deliver to the Director a con- struction progress schedule in a form satisfactory to the City of Clermont, Florida, showing the proposed dates of commencement and completion. I. PAYMENT: The payment will be made upon completion of the work and certification by the Director that all work has been completed in accordance with the approved plans and specifications. Partial payments may be made. ~ . v ASPHALT PLANING TECHINCAL SPECIFICATIONS 1. Description This item shall consist of planing the existing asphaltic surface with equipment meeting the requirements hereinafter specified, which shall heat and plane or shave the surface irregularities out of the existing bituminous pavements such as to produce a smooth surface; and, in some cases, to cut the pavement down to predetermined grades. The planed and finished surface shall be free from gouges, grooves, ridges, sooting, oil film and other imperfections of workmanship and shall have a mosiac appearance that clearly shows 75% of the surface aggregate sheared by the cutting blades. Equipment The planing work shall be performed with a pavement planing machine of a type that has operated successfully on a considerable mileage of work comparable to that proposed to be done under this contract. The planing machine to be used on the work in this contract shall be designed and built for this type of work, self-propelled and having in combination the means for heating, planing and cutting the old surface and blading the cuttings into one window beneath the machine, picking up, elevating and discharging the cuttings into a truck all in one operation to insure minimum traffic congestion and provide hot material for possib1e-off-site reuse. The integral loader prevents adhesion between the hot window and the newly cut surface. The heating and cutting width of the machine shall be the same and shall not be less than eight feet (8'). The wheelbase shall not be less than eighteen feet (18') and the total weight shall not be less than 35,000 pounds. The rear driving wheels shall be tandem to protect the softened surface of the pavement. The machine shall be capable of covering a minimum of 2,000 square yards per hour whil e heati ng and removi ng a mi nimum of ~ inch to ~ inch of the existing pavement per pass, and be able to cut flush to all curbs, inlets, manholes or other similar obstructions within the paved areas. . The heating unit shall consist of multi-rows of burners of a type specifically designed for the purpose and capable of producing 14 million STUH when heating 10' wide; LPG will be used for heating fuel to prevent detrimental sooting or oil coating of aggregates or asphaltic materials and to fully meet the standards of the State's Air Pollution Control Laws. 2. The burners shall be spaced 36" apart to effect proper heat penetration to the desired temperature while causing no injury due to over heating of the asphaltic surface. The entire burner assembly shall be so designed that it may be raised or lowered by a single control. 8 The burner assembly shall be adjustable in width from eight to ten feet. The entire heating unit shall be enclosed and vented to contain the heat anq prevent damage to trees and shrubs. 3. Planing Operation , The temperature at which the work is performed, the nature and condition of the equipment, and the manner of performing the work shall be such that the pavement is not torn, gouged, shoved, broken, sooted, oil coated, burned or otherwise injured by the planing operation. Sufficient passes~ or cuts, shall be made such that all irregularities or high spots are eliminated, and that 100% of the surface area has been planed to the desired grade or to the satisfaction of the engineer. Where the pave- ment is to b~ resurfaced, a one-inch shoulder shall be cut along the gutter line to obviate the,neGessity of feathering the edge of the new surface.' The contractor shall provide all necessary labor~ materials, and equipment to load the asphalt and aggregate cuttings into suf- ficient dump trucks supplied and operated by owner. 4. Measurement Asphaltic pavement planing performed and provided above shall be measured by the square yard. 5. Payment Payment for the planing of pavement will be made at the price bid per square yard which price shall include all labor, equipment, materials~ supplies, mobilization, bond and insurance for planing of pavement and loading of the asphalt and aggregate cuttings into sufficient dump trucks supplied and operated by owner.
