R-45-015 -e -e RES 0 L UTI 0 N IJ WHEREAS,it has been called to the attention of the members of the Cit~ Council of the Cit~ of Clermont that an~ refinanc- ing of,' lfunicipalities must be approved b~ the Securities Ex- change Commission; that there has been introduced into the Con- gress of the United States a Bill known as the Boren Bill which is now before the Inter-State and Foreign Commerce Committee of the House of Representatives, of which the Honorable Dwight L. Rogers of Florida is a Member, which will remove the control of financing of Municipalities from said Commission. WHEREAS, it is the opinion of the City Council of the City of Clermont that any Municipality should have the right to re- . finance without having such program approved or controlled by the Securities Exchange Commission; that to continue to allow this Commission to have such control would be against "Home Rule" and would be placing too much power in the hands of Fed- eral Commission who could not possibley be acquainted with all of the facts and problems involved in the financing or refinanc- ing of Municipalities not only in the State of Florida but in the United states at large. THBREFORE, BE IT RESOLVED by the City Counc il of the City of Clermont that said body is in favor of the passage of the Boren Bill now before the Inter-State and Foreign Commerce Committee of the House of Representatives of the United States and that a copy of this resolution be forwarded to the Honor- able Dwight L. Rogers of Florida, a member of this Committee and that a copy be also forwarded to the Honorable Joe Hendricks, Member of Congress from the Fifth congressional District of the State of Florida in which the City of Clermont is located.
