R-2011-19 CITY OF CLERMONT RESOLUTION NO. 2011-19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, SEEKING COLLABORATION AMONG THE SOUTH LAKE MUNICIPALITIES IN RE- CLAIMED WATER PROJECTS AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, The City of Clermont recognizes its boundaries lie within the Priority Water Resource Caution Area (PWRCAs) as designated by St. Johns River Water Management District (SJRWMD); and WHEREAS, The City of Clermont desires to collaborate with the surrounding south Lake County municipalities in order to implement long range plans to reduce ground water withdraws as desired by St. Johns River Water Management District; and WHEREAS, The City of Clermont recognizes that additional ground water withdrawals may adversely affect the availability of ground water to surrounding municipalities; and WHEREAS, The City of Clermont recognizes the need to project future water needs for all of south Lake County in order to protect water resources and insure future growth; and WHEREAS, The City of Clermont recognizes in order to accomplish the mandates set forth by St. Johns River Water Management District it will require continued water conservation programs along with innovative management strategies; and WHEREAS, The City of Clermont recognizes the need to develop an available alternative water source; and WHEREAS, The City of Clermont recognizes there are no cost feasible alternative water sources available in south Lake County other than re- claimed wastewater; and WHEREAS, The City of Clermont recognizes water needs must be met in part by non- potable (non - drinking water) commonly known as re- claimed wastewater; and WHEREAS, The City of Clermont recognizes the necessity to collaborate with the surrounding municipalities within south Lake County to obtain cost effective re- claimed water supplies and distribution systems; and WHEREAS, The City of Clermont recognizes the critical nature of information, engineering, distribution, maintenance and cost sharing and agrees to work with the surrounding municipalities in south Lake County in these matters; and 1 CITY OF CLERMONT RESOLUTION NO. 2011-19 WHEREAS, The City of Clermont welcomes the opportunity to collaborate with the Board of County Commissioners of Lake County, The Lake County Water Authority, St. Johns River Water Management District and The Department of Environmental Protection, their representatives or assignees, as well as the municipalities of Groveland, Montverde, Mascotte, Minneola, and any additional municipalities desirous in seeking a long -term solution to reduced ground water withdraws through: 1. Conservation 2. Issuance of resolutions and water resource planning 3. Sharing of information on Federal and State and County grants 4. Models of local ordinances on water- related topics 5. Geographic information system maps for planning and decision making 6. Funding 7. Engineering 8. Maintaining and operating, a sustainable re- claimed water source and distribution system to serve all participating incorporated municipalities in south Lake County; and 9. Any other actions to assist in these endeavors NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Clermont, Lake County, Florida that: SECTION 1. The City Council of the City of Clermont, Lake County, Florida hereby supports Resolution No. 2011 -19. SECTION 2. The City Council of the City of Clermont requests that St. Johns River Water Management District and The Florida Department of Environmental Protection Agency, their representatives or assignees, having the authority to govern or restrict ground water withdrawal, recognize the importance and monetary commitments set forth in this Resolution. In addition, the ability for all the participating municipalities in south Lake County, Florida to work in unison as one to achieve a long -term solution to protecting one of Lake County's most valued natural resources and the ability for home rule in regards to the articles set forth in this Resolution. 2 CITY OF CLERMONT RESOLUTION NO. 2011-19 SECTION 3. The City of Clermont, Lake County, Florida urges the City Councils of Groveland, Mascotte, Minneola, and the Town Council of Montverde to support the measures outlined in this Resolution. SECTION 4. The City of Clermont, Lake County, Florida, urges the Lake County Board of County Commissioners and the Lake County Water Authority Board to support the measures outlined in this Resolution. SECTION 5. The City Council of the City of Clermont directs the City Manager to send a copy of this Resolution to the directors of the St. Johns River Water Management District and the director of the Florida Department of Environmental Protection Agency to demonstrate the City's support of Resolution No 2011 -19, and that a copy of this Resolution be attached to any future application or pending applications for renewal or additional ground water withdrawals by the City of Clermont. SECTION 6. The City Council of the City of Clermont urges other municipalities who adopt this Resolution to forward a copy to the directors of the St. Johns River Water Management District and the director of The Florida Department of Environmental Protection Agency to demonstrate their city's support of this Resolution and that a copy of their resolution be attached to any future applications or pending applications for renewal or additional ground water withdrawals by the adopting municipality. SECTION 7. This Resolution shall be effective immediately upon adoption. 3 CITY OF CLERMONT RESOLUTION NO. 2011-19 DONE AND RESOLVED by the City Council of the City of Clermont, Lake County, Florida, this 8 day of November, 2011.
