Special (Threshold) Inspection Services

Dear Mark:
BBM Structural Engineers, Inc. is delighted to submit the following fee proposal to provide
threshold inspection services for the above - referenced project. We appreciate the opportunity to
submit this proposal and ask that you review it and advise us of any questions you may have
concerning our understanding of the scope and the associated fee(s). BBM has enjoined the
services of AB Consulting Engineers, Inc. to provide assistance with this project.
PROJECT SCOPE
The project consists of a one (1) -story building containing approximately 13,600 sf. The project is
located in downtown Clermont, FL.
BASIC SCOPE OF SERVICES
Basic Scope of Services shall include special inspections as required in Chapter 471 and 553 of the
Florida Statutes, providing written reports of these inspections and at the completion of our
inspections a letter of certification in accordance with Section 553.79 (7)a of the Florida Statutes
The Basic Scope of Services shall be as outlined in Threshold Inspection Plan.
INFORMATION TO BE FURNISHED BY CONSTRUCTION MANAGER / General Contractor
One (1) complete set of contract documents, one (1) half -size set of structural drawings, one (1)
copy of all approved shop drawings for structural items, one (1) signed and sealed copy of all
specialty engineered approved shop drawings, copy of all RFI's with responses, one (1) copy of the
Geotechnical engineers foundation installation certification, one (1) signed and sealed copies of all
approved shoring drawings and all other related information.
ADDITIONAL SERVICES
Additional services, when requested in writing by your office or the Owner, shall be performed at
an hourly rate.
BBM shall submit the estimated additional services cost for approval and authorization prior to
proceeding with the work.
FEE
We propose to provide the above - described services for an Hourly Fee not to exceed Five
Thousand Nine Hundred Fifty Dollars and No Cents ($5,950.00)

Our hourly rates are as follows:
Special Inspection Unit Cost
Special Inspector Representative $60 per hour
Special Insp Rep. Overtime $75 per hour
Special Inspector $90 per hour
Special Inspector Overtime $117 per hour
Administrative $38 per hour
SCHEDULE CONSIDERATIONS, ASSUMPTIONS, AND GENERAL CONDITIONS
Our special inspection hour's estimate is based on the following qualifying assumptions:
• Additional services when required and authorized by the owner will be performed at the
hourly rates shown before.
• A minimum 24 hours written notice shall be given to us by the contractor before
conducting the special (threshold) inspection.
• Clear and safe access and cooperation to inspect the items, will be provided by the
contractor and his subcontractors.
• The contractor will provide us with all construction records such as RFIs, engineer of record
(EOR) approved shop drawings, materials and soils tests results,
• Our service does not include supervision or direction or of the actual work of the
contractor, his employee or agents, and the contractor should be so advised. Our service
does not include any advice or recommendation to the contractor on how to fix / repair the
construction defects. The contractor should be advised that our presence in the field (and
our representatives), shall excuse him in any way for defects discovered in his work. It is
understood that our firm will not be responsible for the job or site safety on this project Job
and site safety will be the sole responsibility of the contractor.
• BBM Threshold Inspector shall not have control or charge, and shall not be responsible for
construction means, methods, techniques, sequences, or procedure or for safety precautions
and programs in connection with the contractor's work.
• Work that is in non - compliance with the official contract documents may be corrected by
the contractor or the contractor may submit to the architect / engineer a request for
acceptance of the deviation.
• In this proposal, the words "supervision ", "inspection ", "monitoring" or "control" are used
to mean observation of the work to confirm substantial compliance with the official
construction documents and specifications.
• The contractor shall provide us with adequate office space in the project trailers with
Internet access.
• The contractor's contractual or statutory obligations are not relieved by any action of the
special (threshold) inspector.

• Under Florida Statutes section 553.79.5(a) Shoring and reshoring shall be supervised by the
contractor to be in compliance with the shoring and reshoring shop drawings, documents,
and design. "The special inspector shall determine that a professional engineer who
specializes in shoring design has inspected the shoring and reshoring for conformance with
the shoring and reshoring plans submitted to the enforcing agency ".
Billing will be monthly, based upon percentage of services completed. Payment is due within 30
days of receipt of invoice.
This proposal letter, when signed, shall serve as a temporary agreement for the outlined scope of
services until such time as a contract between BBM Structural Engineers, Inc. and your firm may be
executed by both parties. In the instance that no contract is issued and executed, this proposal
letter shall become a permanent, binding agreement between our respective firms.
If you have any questions or concerns about this proposal, notify our office immediately. If no
correspondence is received to the contrary within five (5) business days of the date shown on this
proposal, and BBM begins work at your authorization, the scope of this proposal and the stated
fee(s), whether signed or not, shall become binding.
