O-37-29 :e ORDINANCE NO. ~1 AN ORDINANCE REGULATING THE PARKING OF HOUSE CARS OR TRAILER CARS NITHIN THE CITY LIMITS OF THE CITY OF CLERMONT AND REQUIRING SUCH HOUSE CARS OR TRAILER CARS TO HAVE PROPER SANITARY AND TOILET FACILITIES IN ACCORDANCE WTI'H THE ORDERS OF THE CITY HEALTH OFFICER, AND FURTHER REGULATING THE OPERATION OF TRAILER CAMPS, AND THE BUSINESS OF RENTING LOTS OR SPACE T.O THE OVINERS AND/OR OCCUPANTS OF TRAIEERS OR HOUSE CARS. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CLERMONT: Section 1. \f.hereas it has been brought to the attention of the city council of the City of Clermont that numerous house cars or house car tråilers have been parked at various places in the city without regard to sanitary conveniences and to the detriment and annoyance of citizens owning property near or living in property near and whereas it is deemed by , the City Council to be in the best interests of the citizens of the City of Clermont to regulate the parking of such house cars or house car trailers, therefore: Section 2. That from· and after the passage of this ordinance it shall be unlawful to park any house car or house car trailer which is occupied by human beings anywhere within the City limits within the City of Clermont unless and until a permit has been obtained from the City of Clermont for the parking of such house car or house car trailer; or unless such house car or house car trailer is parked at a ~- ~ regularly licensed trailer camp. Section 3. Any owner or user of a house car or house car trailer desiring to park the same at any place within the city limits of the City of Clermont other than at a regularly licensed trailer camp, shall apply to the City Clerk for a permit so to do; and the City Clerk shall consult with the city health officer and if the proposed parking place is properly equipped with sanitary and toilet facilities, the permit may be grante~11f'J11 ~aymA-nT::--O! D. 1"00 õrt~2~ for--t-he ~ ç..~ C'l'\) No permit shall be granted where the city health officer does not approve of the location. Section 4. The City Marshall is hereby instructed to . ~;~. require. the owners or occupants of all house cars or house car trailers now parked within the City elsewhere than at regularly licensed trailer camps to obtain the necessary permit from the City Clerk and in the event of their failure so to do, to prosecute them under the provisions of th~sor~ d1nance. Section 5. Any person desiring to rent space to the owners or occupants of house cars and house car trailers, shall apply to the City Clerk for a license to operate a trailer camp, and the City Clerk and City Health Officer shall inspect the premises upon which such cænp is proposed to be operated, and if the City Health Officer shall approve the location and conditions, a license shall be issued the UÔ~L;d' I} /J 1/:. applicant upon paying the license fee ~ a<J."-/,,,::,,---, ~ C&wC'. 'l.(P. But no license for the operation of a trailer camp shall be issued unless the sanitary laws of the City are complied with. All trailer camps must have running water available, must have sanitary toilets permanently connected to water lines and cesspools or septic tanks, and such toilets must bê separate and apart from toilets used in the residence of the applicant, or other residences. Proper receptacles for rubbish must be kept, and the property must be kept in a sanitary condition at all times. The City Health Officer, upon finding any such camp being operated in an unsanitary way shall notify the holder of the license, or his agent, to immed~ately correct the evil complained of, and if such evil be not corrected within 24 hours, the licenseeshall ~e ""-""..~ be arrested for the operation of an unsanitary trailer camp, and upon conviction may be punished as later in this ordinance provided. lite . Any owner or occupant of any house car or house car trailer who shall park the soone upon any property within the City of Clermont elsewhere than at a regularly licensed trailer camp, without having obtained a permit from the City Clerk; and/or any person who shall engage in the business of operating a trailer camp without first having obtained a license from the City Clerk; and/or any person who shall operate a trailer camp in an unsanitary manner shall be deemed guilty of a misdemeanor and upon conviction thereof in the municipal court shall be punished by a fine of not less than five dollars ($5.00) nor more than ten dollars ($10.00) or by imprisonment in the common jail of the City for a period of not longer than five (5) days or by both such fine and imprisonment at the discretion of the mayor. Section 7.
