We look forward to and appreciate the opportunity to work with you and your design team on this project PROJECT SCOPE We understand the preliminary project scope to consist of a new two story police headquarters to be approximately 26,000 square feet. The building will consist of a general public lobby, office spaces for the Police Chief and command staff, traffic cop area, dispatch and war room, internal affairs, support services and patrol officers, appropriate spaces for records keeping, conference rooms, detention area, evidence, community meeting room, mechanical and electrical rooms, computer rooms, storage and a physical agility room. BASIC SCOPE OF SERVICES Basic Scope of Services shall be as outlined in AIA Document C401 —2007 Edition—Standard Form of Agreement Between Architect and Consultant, Article 3. TLC design services shall cover the following systems as described herein: VOICE AND DATA DESIGN SERVICES: 1. Communications cabling to accommodate the phone system and data network equipment. 2. Coordination to outside providers cabling for main telecommunications service and radio service provider. 3. Distribution, sizing, and layout of Main Telecommunication Room, telecommunication room(s), and the Entrance Facility interfacing with the Architect for space considerations. 4. Layout of Main Telecommunication Room, telecommunication room(s) with Owner provided equipment dimensions and loads. 5. Horizontal intra-building infrastructure for voice/data cabling (raceways) providing coordination for space considerations with Architectural and MEP systems. 6. Fiber Optic Data Multimode and Singlemode Backbone design. 7. Meet with designated staff to arrive at system topology and outlet configuration. 8. Develop a labeling and numbering scheme with client input. 9. Develop testing procedures for all copper and fiber optic cabling systems 10. Provide and coordinate power requirements to workstations throughout the building to the Electrical Engineer for service to data wired equipment. 11. Coordination of cabling requirements to Owner provided locations of wireless access points. 12. Distributed Antenna System performance specifications and proposed antenna locations 13 Coordination of radio cabling and equipment requirements along with grounding requirements for radio cabling and equipment locations. SECURITY DESIGN SERVICES: 1. TLC shall provide a full and detailed security system design to include equipment selection suitable for bid and construction for an integrated security system with input information from door contacts, card readers, intercom systems and CCTV surveillance. 2. An active security monitoring point will be established in the building with input by the Owner for monitoring, control, and review of the security system. 3. Design of interior CCTV coverage of spaces as indicated by the Owner. 4. Location, sizing and layout of security monitoring point(control area). 5 Intra-building horizontal infrastructure for security cabling (raceways). 6. TLC shall coordinate the security design with the selected hardware vendor and the user groups and shall provide a door matrix indicating responsibility of each associated device. 7. The Technology and Communications Division will provide power requirements for the security equipment to the electrical engineer for his inclusion into the electrical support documents. 8. Design of motion detection for areas indicated by the Owner. iL( .........,., 1 City of Clermont Police Department Headquarters Professional Engineering Services Proposal December 4, 2012 Page 3 AUDIOMSUAL DESIGN SERVICES: 1. TLC shall provide audio/visual design for conference rooms, training rooms, war and dispatch rooms, and public briefing room as the Owner dictates in design meetings. 2. TLC shall provide CAN cabling distribution design to television locations as the Owner dictates in design meetings. IPTV is currently the industry trend and will be used for this project unless owner wants conventional CAN coaxial system. 3. TLC shall provide a PA system throughout the police department. 4. Additional audio/visual design for support spaces shall be dictated by the Owner in design meetings. Design modifications may occur during the design and construction process, because it is impossible to foresee or anticipate every design issue until the design work is completed. Modifications can result in increases or decreases in actual construction cost. Therefore, it is important that a reasonable allowance or contingency be included in the bid to accommodate any changes in design as developed for this proposal. - All of the above will be provided in complete engineered construction documents, and will include all required project specifications. CONSTRUCTION ADMINISTRATION SERVICES: 1. Responses to bidder questions. 2. Responses to local permitting official's comments. 3. Responses to Contractor's Request for Information (RFI) and shop drawings during the • construction period. 4. A total of six (6) site visits to become generally familiar with the progress and quality of the construction work in order to determine if the work is being performed in general accordance with the construction documents. Substantial completion and `final inspection, if requested, would each constitute a site visit. Additional visits or design work, if requested by the client are available as additional services and will be billed according to the fee schedule in effect at the time of the notice to proceed request. INFORMATION TO BE FURNISHED BY THE ARCHITECT/CLIENT In addition to Architect's Responsibilities defined in AIA Document C401 — 2007 Edition — Standard Form of Agreement Between Architect and Consultant, Article 5, specific information and material that impacts the design shall be provided to TLC as shown in ATTACHMENT A. Additional Services are as defined in AIA Document B101— 2007 Edition — Standard Form of Agreement between Owner and Architect, Article 4. Additional Services also include those items shown in ATTACHMENT B. TLC shall submit the estimated additional services cost for approval and authorization prior to proceeding with a design. FEE We propose to provide the above-described basic scope of services for a Lump Sum Fee plus reimbursable expenses at 1 0 times direct cost. Billing will be monthly, based upon completion of each phase and reimbursable expenses. Payment is due within 15 days of receipt of payment from Owner. If this proposal is acceptable, your signature below will confirm TLC's authorization to proceed. Retain one copy and return one copy to TLC Engineering for Architecture, Inc. at the address on page 1 of this proposal. This authorization constitutes CLIENT's commitment to pay the fee and reimbursable expenses, and represents that approval has been received by CLIENT from the Owner. Alternatively, TLC can enter into a contract agreement with CLIENT using AIA Document C401 — 2007 Edition — Standard Form of Agreement Between Architect and Consultant. Updated, CAD-generated pre-bordered base sheets, site plans, life safety plans, elevations, building sections, reflected ceiling plans and architectural floor plan backgrounds, complete with room names, numbers and rated or special wall construction, will be provided by the Architect during the course of the design (TLC standard is AutoCAD MEP 2013 or Revit MEP 2013 and Revit Structural 2013). 3. Construction site visits or attendance at design review meetings, as requested by the Owner or Client, in excess of the number of site visits defined in basic scope of services. 3. Value Engineering meetings and subsequent engineering or design revisions to incorporate accepted value engineering items, including changes to system design after construction documents have been completed. 4. Significant revisions to the program, design philosophy or Architectural plans after Design Development approval, or to systems selected following schematic phase, and which result in redesign expenses. 5. Detailed project phasing, preparation of multiple phasing plans, or preparation of multiple sets of construction documents or document packages. 6. Civil engineering, landscape design, and irrigation design services. 7. Voice over Internet Protocol (VoIP)phone switch selection or design. 8. 802.11 wireless network equipment selection or computer based modeling. 9. Design of active network electronics including network switching equipment, routers,firewall. 10. Construction Documents for DAS antennas, amplifiers, and controllers. 11. Antenna or antenna tower design. 1L( `50!M1,I`III/ ■ ATTACHMENT C SPECIAL CONDITIONS TO THE AGREEMENT Professional Engineering Services Proposal December 4, 2012 Energy and Water Estimates: Since TLC has no control over building and equipment operation, climatic conditions or utility rate changes, TLC cannot and does not guarantee that actual building or system energy usage, water usage, or operating costs will not vary from any estimates, calculations, or models prepared by TLC Dispute Resolution: Any claims or disputes made during design, construction, or post-construction between the Client and TLC shall be submitted to non-binding mediation The Client and TLC agree to include a similar mediation agreement with all contractors, subcontractors, subconsultants, suppliers and fabricators, thereby providing for mediation as the primary method for dispute resolution between all parties Billing/Payments: All invoices shall be paid within 15 days of receipt of payment from Owner If an invoice is not paid within 60 days, TLC may, without waiving any claim or right against the Client, and without liability whatsoever to the Client, terminate the performance of these services Accounts unpaid 60 days after the invoice date may be subject to a monthly service charge of 1 5% (or the legal rate) on the then unpaid balance In the event any portion or all of an account remains unpaid 90 days after billing, the Client shall pay all costs of collection, including reasonable attorney's fees Indemnification: To the extent provided by law and without waiving any sovereign immunity that the Client may enjoy, the Client shall indemnify and hold harmless, TLC, its officers, directors, employees, agents-and subconsultants from and against all damage, liability and costs, including reasonable attorney's fee and defense costs, arising out of or in anyway connected with the performance by any of the parties above named of the services under this agreement, excepting only those damages, liabilities or costs attributable to the negligence or willful misconduct of TLC, its officers, directors, employees, agents or subconsultants Certifications: TLC shall not-be required to execute any document that would result in its certifying, guaranteeing or warranting the existence of conditions whose existence TLC cannot ascertain This includes, but is not limited to existing building conditions that cannot be known or venfied without demolition or destructive investigation Ownership of Documents: All documents (including electronic files) produced by TLC under this agreement shall remain the property of TLC and may not be used by the Client or any of the Client's other consultants, contractors, etc, for any other endeavor without the written consent of TLC.
