"'I~:, ___ - 5 ORDINANCE NUMBER tfc¡ AN ORDINANCE TO BE ENTITLED II AN ORDINANCE FIXING THE MANNER IN WHICH BUILDING PER- MITS SHALL BE ISSUED BY THE CITY OF CLER- MONT; PROVIDING FOR THE ISSUANCE OF SUCH PEmIITS; REQUIRING A PERMIT TO BE ISSUED BEFORE ANY CONSTRUCTION, ALTERATION OR REPAIR OF ANY STRUCTURE IN THE CITY SHALL BE COMMENCED; AND PROVIDING PENALTIES FOR VIOLATION OF THIS ORDINANCE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CLERMONT: SECTION 1. Before any construction, alteration or repair of any structúre in the City of Clermont shall be commenced, the owner or the contractor or agent of the owner shall first apply for and obtain a building permit from the City Council of the City of Clermont. SECTION 2. Applications for building permits shall be made to the City Council on forms to be provided by the City and such application shall be in duplicate and the applicant for a permit shall give fully all of the information provided for in the application. Applications shall be léft with the City Clerk who shall in turn deliver the original application to. the Mayor and the Mayor will deliver the same to the Building Inspector who shall under the direction of the Mayor make such investiga- tion as the circumstances may require. If the application is in proper form and complies with the ordinances of the City, the Building Inspector will approve the application, return the same to the Mayor who will deliver it to the City Clerk. After the application has been approved by the Building In- spector, it shall then be referred by the Clerk to the Fire and Building Committee of the City Council and if approved by a majority of the members of this Committee, the Clerk shall then issue unto the apPlicantwå.bu.ilding permit and the applicant ,., or his employees may 13roceed'w,i,th the construction, alteration / ~. , or repairs applied for. -. ,"'., SECTION 3. It shall be the duty of the Building EIiiiîí' .' Inspector to check the work that is being done to see that the work is carried out in the manner provided for by the ordinances of the City and in conformity with the application upon which the permit was based. SECTION 4. If the Building Inspector shall find that there is any substantial deviation from the provisions of the application or if any of the ordinances of the City are being violated, he shall immediately report the same to the Mayor who shall 'investigate and if it is found that such viola- tion has occurred or is about to occur, the Mayor is hereby vested with authority to temporarily revoke the permit which was issued and shall call a special meeting of the City Council and summons before it the owner or if the building is being constructed under contract, both the owner and the contractor, and the Council shall hear and determine whether or not the ordinances of the City are being violated or whether or not the building is not being constructed as the application pro- vided for and unless the contractor and the owner shall agree to correct such violations as have occúrred and prevent such violations in the future, the Council shall revoke the permit and no further work shall be allowed to be done until a new permit is granted. SECTION 5. Where, because of fire, storm or other emergency, any property owner or his agent may, with j the approval of the Buildin~ Inspector, make temporary emergency I'~~a.ærs without waiting for the issuance of a 'permit, but no repairs ef a permanent nature shall be made until a permit has been issued. SECTION 6. Minor repairs, the cost of which shall not exceed $10.00, may be made without a permit, and no permit shall be required for painting or decorating. . . n',~,.... .. .1 SECTION 7. Any person, firm or corporation violating any of the provisions of this ordinance shall, upon conviction thereof in the municipal court, be punished by a fine of not more than $25.00 or by imprisonment for not more than lO days or by both such fine and imprisonment in the discretion of the Mayor. The owner and the contractor shall be equally guilty if violations of this ordinance occur. SECTION 8. All ordinances and parts of ordinances in conflict with the provisions, of this ordinance are hereby repealed to the extent that such conflict exists and no further. "'~ ,'-. -<:"" ~"",... ..
