Dear Mr Kinzler:
Tetra Tech (Tt) is pleased to furnish this proposal for professional services to estimate potable water
demands within the City of Clermont's (City) service area, through the year 2030. The assessment will
included existing and future growth areas. Projected water demands will be compared to the existing
consumptive use permit requirements,to determine any deficiencies.
The objective of this task is to define the annual average daily, maximum daily and peak hourly
characteristics of the water demand for the City Tt will consider historical water usage of both treated and
reclaimed water to develop demand peaking factors on a system-wide basis. Historical unit demand data in
terms of per capita, residential demand per housing unit and unit flow for major commercial users will be
developed for use in projection of future demands
Based on the general goals stated above the project will include the following tasks.
Data Collection and Organization/System Mapping
Data Collection: Tt will collect, coordinate and organize data and various documents to develop the
background information needed for the assessment Data sources are expected to include-
1. Monthly operating reports for water plants
2 Design reports and permitting documents pertaining to water facilities
3. Aerial photographs and tax maps
4 The City and Lake County Comprehensive Plans
5. Existing and future land use maps for the City and Lake County
6. Water and reclaimed water billing and usage data
7 DRIs for major projects within the service area
8. Lake County Source Transportation Construction Program
Population Projections
Tetra Tech will work with the City to determine the most viable and accurate sources of projection data to
be used to develop projections for the water system Tt will compile and review historical population data

from previous reports prepared for the City and Lake County. Such data will include historical
comprehensive planning data by traffic analysis zone (TAZ), Bureau of Economic and Business Research
(BEBR)data, U.S. Census Data and planned communities The historic population and growth rates will be
reviewed in combination with the projections prepared by the various agencies to prepare an updated set of
population projections for the City's service area. Tt will consider the requirements of the local
comprehensive plans and concurrency requirements for their potential impact upon the population
projections. Land use maps and data will be used to develop population densities of various land uses

Potable Water Demand Projections
Tetra Tech will prepare water demand projections for through the end of the planning period, year 2030.
Historic water demand data for the past five (5) years of record will be summarized. Tt will review and
analyze the data and develop factors that will be multiples of the average daily demand (ADD)to generate
peaking factors for maximum day demand (MDD) Peak hourly demand (PHD)will be analyzed based on
plant data provided by the City. Population and customer data will be used to develop level of service
(LOS)values expressed in units of gallons per capita per day. Also, existing land use maps and data will be
used to develop water demand factors for various land uses Future water demands will be projected based
on the population projections and LOS values described above. Water conservation measures will not be
addressed in the projections.

Tetra Tech will perform the above services for a Lump Sum Fee of$21,938.00.
