Subject Proposal for Supplemental Source Removal Jenkins Community Center Proposed Playground Clermont, Florida Dear Mr. Fox: Ardaman & Associates, Inc. (Ardaman) is pleased to submit this proposal to provide supplemental services for Source Removal (SR) relative to arsenic contaminated soil within the proposed playground area at the above referenced project. Source Removal was recently conducted at the site. A total of 157.6 tons of impacted soil was removed and disposed of(247 tons budgeted). Confirmatory soil testing found arsenic over the 2.1 mg/Kg limit at two locations,both at a depth of one foot. One of the samples was from the north end of the excavation and one was from the south end. Ardaman recommended that the remaining soils within the upper two feet at the site be removed and disposed of. No testing to date has found arsenic in soil below 2 feet except in the center of the playground, where it was removed, and at the south end of the playground at 5 feet below grade which is below the seasonal high water table and is therefore not considered soil contamination. Since the supplemental excavation will be to the playground limits and, given the test results obtained to date, it is our opinion that no further testing relative to arsenic at the site is warranted. On April 11, 2013 City personnel began excavating the remaining upper two feet of soils at the site. We understand that the excavation will be completed April 12, 2013. Ardaman personnel will document the removal. We understand that the City will backfill and compact the excavations immediately. Ardaman previously tested three City soil stockpiles for arsenic and lead. No excessive levels of lead or arsenic were found in the stockpile samples. Modified Proctor tests were also conducted. PROPOSED SCOPE OF SERVICES As requested, we have prepared this cost proposal for services relative to supplemental source removal as described above. The following supplemental services are proposed. • Monitor and document excavation and stockpiling of the additional soils to be removed from the upper two feet at the site. • Ardaman estimates 300 tons of soil will be generated by the City, Including some soils that originated from one to two feet below grade near the center of the site that were presumed to be "clean"and were left at the site for use as backfill (recent tests indicate they may not be "clean"). The previous efforts estimated tonnage was 247 tons, but only 157.6 tons were removed and disposed of. The City will need to load the soil into the trucks. • After supplemental removal will be documented in our Source Removal Report along with the recently completed removal and testing. FDEP would need to approve the No Further Action status. We have not budgeted for any additional assessment, monitoring or well installation at this time. Please note that FDEP could require additional assessment, monitoring, etc., prior to approval of a No Further Action. This study would be a focus study limited to the specific method of investigation. Contamination results would be applied to the diameter and depth of the boreholes. No groundwater sampling was requested or proposed at this time. Our findings do not warrant the site against other hazardous substances contamination and do not insure against the presence of such substances or associated contamination in.the areas not investigated. ESTIMATED SCHEDULE AND FEES The estimated cost of this supplemental source removal program is$5,304.96 after application of a $5,507.04 credit associated with the 89.4 tons of soil budgeted for removaVdisposal, but not conducted. Our estimate is detailed in the attached cost spreadsheet. The estimated cost considers full cooperation from the present owner and no special access problems to the site. The cost will not exceed$5,304.96 without further written authorization by the client. We will bill for our services monthly on a time and materials basis in accordance with the rates in the attached spreadsheet. CLOSURE Client recognizes that the scope of services under this proposal is, limited by Client's budget for services, and that a more detailed and extensive scope of services at greater cost to the client may yield more accurate and reliable information regarding conditions at or near the site. Nevertheless, client recognizes and assumes the inherent risk of the scope of services performed under this proposal.
