CODE ORDINANCES N~ 28 ORDINANCE NO. 14-C AN ORDINANCE AMENDING SEC. 8-2 OF THE ELECTRICAL CODE UNDER THE CODE OF ORDINANCES OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, ADOPTED ON APRIL 20, 1962; AND AMENDING SUB-HEAD (1) OF SEC. 833 OF THE ELECTRICAL CODE UNDER THE CODE OF ORDINANCES OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, ADOPTED ON APRIL 20, 1962, TO READ AS FOLLOWS: BE IT ORDAINED AND ESTABLISHED BY THE CITY COUNCIL OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA: SEC. 8-21. Examing board of electricians; dates of examinations, fee. (a) A board of examiners of electricians is hereby created consisting of five members, one of whom shall be the City Electrical Inspector, two shall be licensed Master Electricians, and two shall be qualified representa- tives of power corporations serving the City of Clermont. It shall be the duty of said Board to examine and pass upon the qualifications of all persons who desire to engage in the trade or business of electrical construction within the city limits. The members of said Board of Examiners other than the· City Electrical Inspector shall be appointed by the City Council to hold office for the term of one year commencing January of each year, or until their successors are appointed and confirmed. (b) Examinations may be given by the Board or by the City Electrical Inspector. Examinations shall be conducted at the office of the City Electrical Inspector, and for master electricians shall be held at such time as the Board shall direct but shall be held within no more than twenty (20) days after request for such is made by an applicant. The Board of Examiners shall examine applicants as to their practical knowledge of electrical construction, as defined in this chapter. Examinations shall be made in whole or in part in writing, and shall be of practical and elementary character but sufficient- ly strict to test the qualifications of the applicant, and to satisfy the Board as to the applicant's ability as a master electrician or journeyman electrician as the case may be and his familiarity with the rules and regulations governing electrical construction. If satisfied as to the compe- tency of such applicant, the Board shall issue to him immediately a certifi- cate of competency authorizing him to engage in or work at the trade or business of electrical construction, as a master electrician or journeyman electrician. (c) All examinations of journeyman electricians shall consist of questions which pertain to the qualifications of journeyman electricians, as defined by and in this chapter and which are contained in the National Electrical Code. Examinations of master electricians shall be broad and technical in scope and shall cover details of construction which are not covered by the National Electrical Code, or the provisions of this chapter, and which relate to the standard engineering practice pertaining to the qualifications of a master electrician, as defined in this chapter. (d) All examinations shall consist of two parts, each of equal weight. The first part shall be technical questions based on the National Electrical Code. The applicant may refer to a copy of the National Electrical Code to answer the questions in this part of the examination. The second part shall consist of practical questions and no books, notes, tables or ocher references may be used by the applicant. All written examinations shall be of identical character for appli- cants of the same classification being examined during the same examination period. Past experience in the trade or business of electrical construction, as defined in this chapter, shall be deemed a factor to be considered in determining the applicant's ability, but no definite length of time shall be fixed as an essential requirement. "'" (e) The fee for a Certificate of Competency for a master electrician shall be Twenty-five Dollars ($25.00). The fee for such a certificate for a journeyman electrician shall be Five Dollars ($5.00). The above fees are payable when application for examinations are submitted. In the event an applicant fails to pass his examination by making a grade of seventy-five per cent or more, the actual cost and expense of such examination, but not exceeding Ten Dollars ($10.00) in the case of a master electrician and Two Dollars ($2.00) in the case of a journeyman electrician, may be retained by the Board, and the balance, if any, returned to the applicant. Each certificate shall be valid until the following September 30th, the date on which all certificates shall expire, but the same may be renewed without further examination if application is made to said Board for renewing of same on or before September 30th of each year before the expiration of said certificate. The fee for renewing the same shall be Ten Dollars ($10.00) for a master's certificate and Two Dollars ($2.00) for a journeyman's certificate. (Ord. of 6-6-28, Ch 19, Sec. 1.02, Ord. No. 147, Sec. A, 6-19-56). (Sub-Head (1) of the Electrical Code shall be amended to read as follows: SEC. 803. Same - Examinations, rules for conducting. (1) All examinations shall consist of two parts, each of equal weight. The first part shall be technical questions based on the National Electrical Code. THIS ORDINANCE SHALL BECOME EFFECTIVE IMMEDIATELY UPON BECOMING A LAW.
