AND SUBSTITUTING THEREFORE A NEW SECTION 8-5; AMENDING SUB-SECTION (1) (a) OF SECTION 8-14; AMENDING SUB-SECTION (1) (h) OF SECTION 8-14; AMENDING SUB-SECTION 2 OF SECTION 8-~4; AMENDING SUB-SECTION 3 OF SECTION 8-14; AMENDING THE FIRST PARAGRAPH OF SECTION 8-34; AMENDING SUB-SECTION (a) OF SECTION 8-40; AMENDING SUB-SECTION (g) ~¡;);OF SECTION 8-40; PROVIDING A DEFINITION FOR THE TERM "ELECTRICIAN"; PROVIDING A DEFINITION "MASTER ELECTRICIAN"; ESTABLISHING A BOARD OF EXAMINERS OF ELECTRICIANS; PROVIDING FOR THE EXAMINATION OF MASTER AND JOURNEYMAN ELECTRICIANS; PROVIDING FOR THE CLASSIFICATIONS OF MASTER ELECTRICIANS, JOURNEYMAN ELECTRICIANS AND ELECTRICAL CONTRACTORS; PROVIDING FOR THE REQUIREMENT OF MAIN SERVICE DISCONNECTS; ESTABLISHING WIRING METHODS; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE; AND PROVIDING FOR PUBLICATION BY POSTING. N~ 274 THE CITY COUNCIL OF THE CITY OF CLERMONT HEREBY ORDAINS THAT: SECTION 1. Sub-Section (b) of Section 8-1 is hereby amended to read as follows: (b) The term "Electrician" as used in this regulation shall be held to mean a person who is engaged in the trade or business of electrical construction and who is qualified under the terms and provisions of this regulation, and the Florida Electrical Contractors Licensing Board. SECTION 2. Sub-Section (c) of Section 8-1 of the Code of Ordinances of the City of Clermont is hereby amended to read as follows: (c) The term "Master Electrician" as used in this regulation shall be held to mean a person who possesses the necessary qualifications, training and technical knowledge to plan, layout, and supervise the instnl1ation of electrical wiring, apparatus or equipment for light, heat or power and who is qualified under the provisions of this regu- lation and the Florida Electrical Contractors Licensing Board. SECTION 3. Sub-Section (a) of'Section (a) (2) of the Code of Ordinances of the City of Clermont is hereby amended to read as follows: (a) A Board of Examiners or Electricians is hereby created consisting of five (5) members, one of whom shall be the City Electrical Inspector, two (2) shall be licensed Master Electricians, and two (2) shall be Florida Power Corporation representatives. It shall be the duty of said . . CODE ORDINANCES ORDINANCE NO. 89-C N~ 275 Board to examine and pass upon the qualifications of all persons who desire to engage in the trade or business of Electrical Construction within the City limits. The members of said Board of Examiners other than the City Electrical Inspector shall be appointed by the City Council of the City of Clermont to hold office for the term of one year commenc- ing the first day of January of each year, or until their successors are appointed and confirmed. SECTION 4. Sub-Section (b) of Section 8-2 of the Code of Ordinances of the City of Clermont is hereby amended to read as follows: (b) Examinations may be given by the board or the City Electrical Inspec- tor. Examinations shall be conducted at the office of the City Electrical Inspector and held at the convenience of the Board members or the City Inspector. Applicants shall be examined as to their practical knowledge of Electrical Construction, as defined in this regulation. Examinations shall be made in whole or in part writing, and shall be of practical and elementary character but sufficiently str~ct to test the qualifications of the applicant, and to satisfy the Board as to the applicant's ability as a Master or Journeyman Electrician, as the case may be, and his familiarity with the rules and regulations governing Electrical Construction. If satisfied as to the competency of such applicant, the board shall issue to him immediately a certificate of competency authorizing him to engage in or work at the trade or business of Electrical Construction as a Master Electrician or Journeyman Electrician. SECTION 5. The Code of Ordinances of the City of Clermont is hereby amended by repealing Sub-Section (a) and Sub-Section (b) of Section 8-5 and substituting therefore the following Section 8-5 to read as follows: Every master and journeyman electrician before carrying on his trade or business in the City shall appear in person before the Board of . . CODE ORDINANCES ORDINANCE NO 89-C N~ 276 Examiners of Electricians, and pass an examination as to his competency as provided in Section 8-2 of this regulation, or show proof of passing the State Board of Licensing Board Examinations. SECTION 6. Sub-Section (1) of Section 8-14 of the Code of Ordinances of the City of Clermont is hereby amended to read as follows: (1) Master Electrician (a) A Master Electrician shall be deemed to be a person who has shown through successfully passing an examination before the Board of Electrical Examiners, that he has sufficient knowledge, experience and education to supervise electrical construction in accordance with the provisions of this Ordinance, or the Certification by the Florida Electrical Contractors Licensing Board. SECTION 7. Sub-Section (1) (h) of Section 8-14 of the Code of Ordinances of the City of Clermont is hereby amended to read as follows; (h) No person shall receive a Certificate of Competency as a Master Electrician who has not attained the age of eighteen (18) years. SECTION 8. Sub-Section 2 of Section 8-14 of the Code of Ordinances of the City of Clermont is hereby amended to read as follows: (2) Journeyman Electrician The term "Journeyman Electrician" as used in this Ordinance shall mean a person who has in his possession an unexpired Journeyman's certificate issued to him by the Board of Electrical Examiners of the City of Clermont, Florida, or the Florida Electrical Contractors Board, and is qualified to perform the work under the supervision of a Master Electrician. SECTION 9. Sub-Section (3) of Section 8-14 of the Code of Ordinances of the City of Clermont is hereby amended to read as follows: (3) Electrical Contractor The term "Electrical Contractor" as used in this Ordinance shall mean any person, firm or corporation engaged in the business of installing electrical . . CODE ORDINANCES ORDINANCE 89-C N~ 277 equipment or apparatus within the City of Clermont, Florida, provided that he or they have been licensed by said City to make such electrical installations, and provided that he or they maintain a permanent business address, and further provide that said electrical contractor shall have at all times, as a supervisor of such electrical installations a person who has in his possession an unexpired Master Electrician's Certificate that has been issued to him by the Board of Electrical Examiners of Clermont, Florida, or the Florida Electrical Contracting Board. Such Master Electrician shall not be a supervisor for more than one electrical contractor at anyone time. SECTION 10. The first paragraph of Section 8-34 of the Code of Ordinances of the City of CJèrmont is hereby amended to read as follows: A main disconnect of one hundred amperes or more must be installed for the owner or his agent by a Master or Journeyman E1ectrican and located within seven feet of the meter (either inside or) outside of the building. The height of the main switch or breaker on a residence shall not be over six (6) feet from the ground and within seven feet (7) of the meter. Service conductors for all commercial buildings shall not be smaller than three #2 wires installed in one and one-quarter (1~J. conduit. If a commercial building or residence does not exceed six hundred square feet (600 sq. ft.) and indicated load not exceeding five thousand (5,000) watts, based on two hundred (200) watts per current consuming outlet, plus maximum wattage for special purpose outlets plus actual nameplate wattage for direct connected loads, the minimum service disconnect may be sixty (6) amperes and the service conductors shall not be less than #6, 3 wire, installed in 1 inch conduit, or cable, if residential. SECTION 11. Sub-Section (a) of Section 8-40 of the Code of Ordinances of the City of Clermont is hereby amended to read as follows: (a) Approved rigid conduits, steel tube, E.M.T., surface metal raceways, wireways, and busways shall be required for all wires used to conduct current for light, heat and power, in the wiring of all new buildings . . CODE ORDINANCES ORDINANCE NO. 89-C N~ 278 and additions thereto with the fire limits of the City of Clermont, as they are now or may hereafter be established, and also in apartment houses and townshouses and condominiums having over three (3) living quarters, and in churches, schools, theatres, public building and manufacturing or business establishments located outside the fire limits, except apartments, condominiums, mu1tiplte housing living quarters with one (1) hour fire resistance construction between each quarter and a two (2) hour fire construction between every four (4) living quarters and limited to two stores in height shall be permitted to " wire under the National Electrical Code with Romex as adopted by the City of Clermont Ordinance No. 50-C. SECTION 12. Sub-Section (g) (6) of Section 8-40 of the Code of Ordinances of the City of Clermont is hereby amended to read as follows: (g) (6) The grounding of electrical wiring at the meter location, shall be as follows: Minimum size ground wire shall be #4 bare copper and shall conform to Articles 250-81; 250-82; 250-94 of the National Electrical Code and connected to a driven rod of minimum size (5/8" x 8') then to the water piping system within the building with an approved clamp. SECTION 13. This Ordinance is made pursuant to the authority of the Charter of the City of Clermont, Florida, the General Laws of the State of Florida, and Special Acts of the Legislature of the State of Florida. SECTION 14. All Ordinances or parts of Ordinances in conflict herewith are hereby repealed. SECTION 15. Should any Section of part of a Section of this Ordinance be declared invalid by any Court of competent jurisdiction, such adjudication shall not apply or affect any other provision of this Ordinance, except to the extent that the entire Section or part of the Section may be inseparable in meaning and effect from the Section tO'which such holding shall apply. . .
