ORDINANCE NO. 200-C
AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT OF A CLERMONT CLEAN
COMMUNITY COMMISSION FOR THE PURPOSE OF ASSISTING THE CITY COUNCIL
IN ESTABLISHING POLICIES FOR REFUSE MANAGEMENT; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.
THE CITY COUNCIL OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, HEREBY ORDAINS
THAT:
SECTION 1.
That a Clermont Clean Community Commission (referred to hereinafter as the CCCC)
is hereby created for the purpose of assisting the City Council in establishing
policies for:
1. Decreasing the amount of loose refuse (litter reduction);
2. Realizing improved trash management practices; and,
3. Helping to establish constructive attitudes in all segments of the
community with regard to these matters.
SECTION 2.
The CCCC provided for herein, shall be comprised of fifteen (15) members appointed
by a majority vote of the City Council. The City Manager or his designated representative
shall also be a non-voting member. Members need not reside in the city limits.

Members of the CCCC originally appointed to fill odd numbered places one through
fifteen (l- is) shall be appointed for a term of one ( 1) year. Members of the CCCC
originally appointed to fill even numbered places two through fourteen (2 - 14) shall
be appointed for a term of two (2) years. Thereafter, the term of each CCCC member
shall be for two (2) years. Place number sixteen (16) shall always be filled by the
City Manager or his designated representative, who shall serve as 'a non-voting,
ex-officio member of the CCCC. Details regarding membership, officers and their
duties, organization, functions of sub-committees, etc., shall be delineated in CCCC

By-Laws. CCCC shall be responsible for adopting rules of procedure and maintaining
records of all proceedings.
SECTION 3.
The CCCC shall recommend refuse management policies to the City Council and has
the following broad responsibilities:
1. Develop city-wide refuse policy plans;
2. Evaluate City actions in the light of such policy;
3. Determine and recommend to the City Council management and program
priorities to implement policies;
4. Carry out a planned program of education in all segments of the
community to bring about the attitudes necessary to achieve a clean
community of the highest order; and,
5. Recommend enforcement actions.
SECTION 4.
The City shall provide all reasonable, necessary support to facilitate the
work of the CCCC, such as (but not limited to), acquisition of required literature,
visual aids, conduct of training seminars, postage, and secretarial support.
SECTION 4.
It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses, and phrases of this Ordinance are severable, and if
any phrase, clause, sentence, paragraph, or section of this Ordinance shall be
declared unconstitutional or illegal by the valid judgement or decree of any court
of competent jurisdiction, such unconstitutionality or illegality shall not affect
any of the remaining phrases, clauses, sentences, paragraphs, and sections of this
Ordinance, since the same would have been enacted by the City Council without in-
corporation in this Ordinance of any such unconstitutional or illegal phrase, clause,
sentence, paragraph or section.
SECTION 6.
This Ordinance shall be published as provided by law and it shall become law
and shall take effect immediately upon its Second Reading and Final Adoption.
