ORDINANCES No. 137 35~.M) '-.:: .'- AN ORDINANCE UNDER THE CODE OF ORDINANCES OF THE tITY OF CLERMONT, FLORIDA, SETTING FORTH THE PROCEDURAL REQUIREMENTS CONCERNING THE CONNECTION OF PROPERTY OWNERS SEWER SYSTEM TO THE CITY OF CLERMONT SANITARY SEWER SYSTEM AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF. THE CITY COUNCIL OF THE CITY OF CLERMONT, FLORIDA, HEREBY ORDAINS THAT: AN EMERGENCY EXISTS IN THE CITY CONCERNING THE CONSTRUCTION AND CONNECTION OF BUILDING SEWER LINES, AND Section 1: The following definitions shall apply to this Ordinance. Building Sewer Line:- Shall refer to that portion of the property owners system between the property owner's building and the City installed lateral. City Installed Lateral: Shall refer to that part of the Sanitary Sewer System that is installed by the City from its main collection line to the property owner's lot boundary. Licensed P1umber:- by the City with a valid and Plumbing Permit: planned plumbing activity. Shall refer only to a plumber licensed current occupational license. A permit issued by the City approvi8~7 Section 2: Procedure. (a) The application for the plumbing permit shall be signed by a licensed plumber and said plumber shall be responsible for the proper connection of the Building Sewer Line and the City installed lateral. (b) Inspections under the direction of the City Building Inspector or his representative shall be conducted so as to include: (1) the construction and materials of the Building Sewer Line. (2 ) the connection of the Building Sewer Line and the City installed lateral. { (3) )~) the connection of the Building Sewer Line and the existing building plumbing. Lhe pumping out and filling of the existing / septic t~nl{&, r."J fl11lng uf J'J \/cll¡ (c) (1) Time of Inspections - the City Building Inspector shall be notified at least three (3) hours prior to inspection of any of the items set out in Section 2 (b) above. (2) Conditions of Inspection - no back fill will be permitted until inspection of each item in Section 2 (b) is approved by City Building Inspector. ORDINANCES 35-M N~ 138 of the Buiìiling Sewer Line provided that all of such work complies with the inspection requirements set forth herein, The Southern Standard Plumbing Code as adopted by the City and provided further that a licensed plumber obtain the permit and perform the installation and construction of the connection of the Building Sewer Line and the City installed lateral. Section 4:- No property owner's system will be connected to the City Sanitary Sewer System until and unless all of the provisions of this Ordinance are complied with. Section 5: - Enforcement -It shall be the duty of the City Building Inspector to make certain that the provisions of this Ordinance are carried out by all property owners in the City of Clermont. Violation of any of the provisions of this Ordinance shall be a crime and shall be punishable by a fine of no more than three hundred dollars ($300.00) or a sentence of no more than ten (10) days in the Ci~JaiL If a violation of any provisions of this Ordinance is discovered or brought to attention of the Building Inspector, he shall either (1) refuse to certify the owner's system for connection or (2) file an affidavit for warrant to be issued in the municipal court for the violation of this ordinance. Section 6:- This Ordinance shall be posted by law and it shall become law and shall take effect immediately upon its being posted as provided by law.
